Description
The Department of Veterans Affairs, VISN 21, Consolidated Contracting Activity, intends to negotiate a sole source contract with Danica McDonough for a comprehensive literature review and produce a structured evidence review report examining issues of employment in Justice-Involved Veterans including barriers to employment, ability and resources to secure and maintain employment, and relationships between employment status and recidivism rates in Justice-Involved Veterans. A contractor is needed to perform the position of a research assistant for this project with duties including performing in-depth search, review, and synthesis of scientific literature and other data sources, writing a detailed and professional structured evidence report with support from the project coordinator, and working with the project coordinator to integrate feedback from Ci2i senior investigators and VJP staff members. This procurement is being conducted in accordance with FAR 6.302-1(a)(2). The VA's minimum needs can only be satisfied by unique supplies or services available from only one source (41 USC 253 (c) (1)). Contract is firm fixed price and the NAICS Code is 561320. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products or service, to the Contracting Officer within three (3) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent via e-mail only to the Contract Specialist at Rusty.Stevenson@va.gov. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Network Contracting Office NCO 21 will proceed with the sole source negotiation with Ms. Danica McDonough. DEPARTMENT OF VETERANS AFFAIRS JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1.Contracting Activity: Department of Veterans Affairs, NCO 21; 975 Kirman Ave, Reno, NV 89502 2.Nature and/or Description of the Action Being Processed: Justification and approval for Other than Full and Open Competition for Danica McDonough for support services examining issues of employment in Justice-Involved Veterans including barriers to employment, ability and resources to secure and maintain employment, and relationships between employment status and recidivism rates in Justice-Involved Veterans. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The VA Palo Alto Health Care Facility requires service supporting a comprehensive literature review and produce a structured evidence review report examining issues of employment in Justice-Involved Veterans including barriers to employment, ability and resources to secure and maintain employment, and relationships between employment status and recidivism rates in Justice-Involved Veterans. A contractor is needed to perform the position of a research assistant for this project with duties including performing in-depth search, review, and synthesis of scientific literature and other data sources, writing a detailed and professional structured evidence report with support from the project coordinator, and working with the project coordinator to integrate feedback from Ci2i senior investigators and VJP staff members. 4. The total amount of this service is estimated at $42,000. 4. Statutory Authority Permitting Other than Full and Open Competition: FAR 6.302-1(a)(2). The VA's minimum needs can only be satisfied by unique supplies or services available from only one source (41 USC 253 (c) (1)). 5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Ms. McDonough is the only authorized vendor that can perform this support service. Ms. McDonough has expertise in justice-involvement, particularly in research and clinical work focused on justice-involved Veterans. She meets all of our requirements. Ms. McDonough also has experience working on 1-year practicum rotation with the VJP team at the Palo Alto VA. Given her familiarity with the subject matter and connections with the key stakeholders on this project, Ms. McDonough's experience proves her to be the only candidate capable of providing this service in the time allotted and at a fair and reasonable price. There is no competition for this service and must be facilitated by Ms. McDonough. FAR 6.302-1(a)(2). The VA's minimum needs can only be satisfied by unique supplies or services available from only one source (41 USC 253 (c) (1)). 6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: None. Ms. McDonough is the only authorized vendor that can perform this support service because she has expertise in justice-involvement, particularly in research and clinical work focused on justice-involved Veterans. 7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Ms. McDonough's expertise and experience is well-above the hourly pay rate of $35 per hour which she is graciously offering. Individuals with similar qualifications in other areas of study receive up to $65 per hour. Based on this information, pricing is fair and reasonable to the Government. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: None. Ms. McDonough is the only authorized vendor that can perform this support service because she has expertise in justice-involvement, particularly in research and clinical work focused on justice-involved Veterans. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: None. This service is not available for competition as Ms. McDonough is the only authorized vendor that can perform this support service because she has expertise in justice-involvement, particularly in research and clinical work focused on justice-involved Veterans. 12.Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
