- Attachment E - Pricing Schedule for Task Order 01 Attachment D - Deliverable Schedule for Task Order 01 Attachment C - PWS for Task Order 01 Attachment B -QASP Attachment A - PWS for the Base IDIQ contract. Solicitation with all applicable terms and conditions. The purpose of this procurement is to contract with a qualified contractor capable of assessing the adequacy of the Department's finance-enabling structures (people, processes, information technology, controls, data, analytics, metrics, policies, and reporting) and making well-researched recommendations to assist the OCFO in building a finance function that aligns with Department mission, vision, and values. This procurement will result in a single-award Indefinite Delivery, Indefinite Quantity contract and its corresponding firm fixed price Task Order 0001. Synopsis was posted under the same reference number on FBO on May 27, 2014. This requirement is a total HUBZone set aside under NAICS 541611. Interested HUBZone businesses must submit information that demonstrates their ability to meet the requirements above, no later than June 24, 2014 at 2:00 PM, EST. Clarification questions must be submitted by 2:00 PM EST on June 16, 2014. Any proposals and questions must be submitted electronically to the attention of Jessalyn.Lord@ed.gov, Contract Specialist, with a concurrent copy to Michele.Jennings@ed.gov, Contracting Officer. The resulting contract will be paid on a firm fixed price basis at the task order level. Proposals shall include Solicitation Number, company name, point of contact, address, phone number, email, fax number, DUNS number, size status under NAICS 541611, and must be valid for 90 calendar days after submission. See Section.28 of the attached solicitation to see page limits and other submission instructions. The principal place of performance shall be on-site at the address above. Offerors will be evaluated based on price and ability to meet the following solicitations requirements. The basis for the award will be best value through trade-offs; therefore, the Department may award to other than the lowest-priced offeror based on the proposed labor rates and Task Order 0001's fixed price. See attached solicitation for Evaluation Criteria and Proposal Instructions. Please note that offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items and Department of Education Acquisition Regulation (EDAR) Provision 3452.209-71 - Conflict of Interest Certification. In addition, the offeror must identify the contract administrator as required by General Provision 306-8. This solicitation and its corresponding provisions are those in effect through Federal Acquisition Circular Number 2005-74.
