- MARKET SURVEY CAPABILITY ASSESSMENT FOR ANALYTICAL LABORATORY EQUIPMENT. This is a market survey for a FTIR/GC/Microscope. The FTIR/GC/Microscope shall have the following capabilities: a)Fourier transform infrared spectroscopy independent instrument that allows the analysis of gases, liquids, and solids. b)Continuum Infra-Red (IR) Microscope attachment capable of automatic programmed scanning of powders (tablets, capsules, etc) using Attenuated total reflection or transmission IR. c)A searchable gaseous, solids, and liquid IR spectra libraries on the work station for drugs and other compounds (approximately 150,000 spectra). This should include the Georgia State Crime Laboratory Drug library. d)Gas Chromatograph that is seamlessly attached to the FTIR. e)An integrated programmable workstation and software designed to control all of the items above and allow clear visual data display as you work with innovative identification and interpretation tools. Provide a a two-dimensional correlation spectra quick with generation of highly accurate and easy-to-read correlation maps that can be easily exported to other Windows applications for publication. Be able to secure laboratory data and its integrity. System Qualification for FT-IR and Raman spectrometers designed to meet Code of Federal Regulations (CFR) cGMP requirements that can stand up to the most stringent governmental or industrial regulatory reviews. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing ANALYTICAL LABORATORY EQUIPMENT. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 500 Employees. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable.
