- THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ONLY. The Government will not pay for any information submitted. Request for Information Fuel Services plus Enhanced Maintenance in support of Department of Defense (DoD) Defense Logistics Agency (DLA) Energy Background: Currently the DoD utilizes several Fuel Maintenance programs to support the facility maintenance requirements of the Government owned fuels storage and distribution facilities to support the various missions at Government Owned Contractor Operated (GOCO) locations from small scale checks and services to large scale tank inspections. The programs are used to ensure the Fuels Distribution Systems meet all Armed Service Branch, State, Local, Federal and Unified Forces Criteria (UFC) requirements. DLA Energy is looking to achieve efficiencies and reduce costs to the DOD. This RFI is specifically seeking companies who can provide enhanced contractor fuel facility maintenance capability in addition to providing complete Fuel Services at Government Owned Contractor Operated (GOCO) facilities to meet all regulatory requirements using either 1) certified employees or 2) certified employees with supporting commercial capability (3rd Party / Sub-contracting). Certified is defined as having met the official industry standard requirements that are needed to do the type of work required, to include official proof of required training and certification. The anticipated fuel services plus expanded maintenance would include: Provide 100% of operation, inspection, maintenance and repair of DLA Energy operated GOCO facilities to ensure the Fuels Distribution Systems meet all Armed Service Branch, State, Local, Federal and Unified Forces Criteria (UFC) requirements throughout the life of the contract. A. Enhanced Maintenance: 1. The Government would retain ownership of all Government provided equipment. 2. Once approved by DLA Energy, and authorized by the Contracting Officer, repairs would be completed through reimbursable procedures such as a task order or other means. 3. The contractor would be responsible for performing all inspections of Government Furnished Facilities and equipment that is coded as DLA Energy's responsibility to fund for maintenance and repair. 4. The contractor would be responsible for minor and major repairs on all Government Furnished Facilities and equipment that is coded as DLA Energy's responsibility to fund for maintenance and repair. 5. Government provided refueler vehicles would not be included in the maintenance portion. The service component will continue to maintain those assets. 6. The contractor would be responsible for ensuring all maintenance performed is completed in accordance with all Armed Service Branch, state, local, federal and United Forces Criteria (UFC) requirements. If this work is subcontracted, the contractor assumes liability for its subcontractor. 7. The contractor would be required to maintain the facilities in accordance with all Armed Service, state, local, federal and UFC requirements. 8. A computer based maintenance program would be required to retain all maintenance activity above the operator level documentation and be available to the Government upon request. Responses should not exceed 25 pages and should address the following: 1) Firm's experience in providing like/similar services. 2) Potential technical approach(s) to satisfy the above mentioned performance requirement. Include considerations for Government Furnished Equipment (GFE) needs. Please also specify which option you would use that is listed in paragraph 2 of section titled "Background" above. 3) Rough Order Magnitude(ROM)estimates,to include: a. Input on approach to minimize associated costs to the Government. Also include the amount of risk that would be at an acceptable level for a contractor to assume. b. Rough cost estimate to perform the Enhanced Maintenance at each of the following (one estimate for each size): 1. Small facility (two bulk tanks and one service station) 2. Medium facilities (two bulk tanks, one service station and one hydrant facility with 8 pits) 3. Large facilities (two bulk tanks, one service station, hydrant with 8 pits and two hot pits) NOTE: ENHANCED MAINTENANCE PORTION ONLY. Specify the size of the facility for each estimate. Do not include any other services (i.e. Operations, Aircraft Refueling, normal Operator Maintenance, etc.) in the estimates. 4)Industry considerations/input on feasibility to maximize potential for utilizing the private sector to support this requirement, achieve efficiencies and reduce costs to the DOD. 5)Firm's interest, approach and experience in the possibility of providing management of the full spectrum of the Enhanced Maintenance program for DLA Energy.
