Description
The Department of Veterans Affairs (DVA), Veterans Benefits Administration (VBA), Office of Acquisition intends to negotiate on a sole source basis pursuant to FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements) a Construction Contract with Johnson Controls, Inc., 3802 Sugar Palm Drive, Tampa, FL 33619 to upgrade and install a new Johnson Controls METASYS Facilities Management System to remotely control the HVAC system and the hurricane shutters at the VBA Saint Petersburg FL Regional Office to include: 1. Upgrade existing METASYS Control Network for building 46 and 47. 2. Remove the existing Network Control Modules (NCM's) at various locations on inside the VA Regional Office 3. Install in the place of the old NCM's with new Metasys Extended Architecture Network Application Engines (NAE's). 4. Disconnect and reconnect the existing N2 communication bus at each new NAE. The N2 bus at each location will be split and a new Bus Repeater installed. 5. Existing 120 volt power will be disconnected and reconnected at each new NAE. No new 120 volt power will be supplied. 6. All existing control points will be discovered and generated in the new NAE's. 7. All existing data base interlocks and processes will be restored in the NAE's. 8. Take remote control of ALL door and window shutters, each location will have a set of relays that upon activation will raise or lower the shutter during this process the existing local wall switch will be out of the circuit. 9. System will be able to be accessed from PC on site (VARO) or from main hospital (VHA Bay Pines) control workstation 10. All wiring is to be in EMT conduit. 11. Wire and install two humidity sensors per air-handlers (26) locating them in zones served by Air handlers (FOR MONITORING ONLY) 12. Supply two (2) Metasys Extended Architecture Operator Workstations (OWS). One will be installed at the location of the existing PMI OWS and one at the Facility Operations Specialist's office located in Room 205 on the 2nd floor. In accordance with FAR 6.305, the Justification will be posted to FBO within 14 days following the award. However, all other responsible sources may submit a capability statement, which will be considered by the agency. Capability statements will be considered only from entities who are regularly established in the business called for and whom in the judgment of the Contracting Officer (CO) are financially responsible and able to show evidence of their reliability, ability, experience, facilities and personnel to render prompt and satisfactory service. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature (NO MORE THAN 5 PAGES) outlined above, to the Contracting Officer no later than July 3, 2014 at 1:00 PM EST. Responses should be sent to Van.Hale@va.gov. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability as outlined in this Sources Sought Notice; (3)socio economic denomination or intentions of subcontracting to a socio economic category; (4) proof of CVE Certification in the VA Vet Biz website or intention of registration prior to submission of offers to a solicitation; Registration may be accomplished at https://www.vip.vetbiz.gov/. The Government will not pay any costs for responses submitted. Electronic submissions are acceptable via Van.Hale@va.gov.
