Description
This pre-solicitation notice is issued by the Railroad Retirement Board (RRB) to notify potential interested offerors that the RRB will be posting a Request for Proposal (RFP) to provide the RRB with an enterprise wide managed "secure hosted" Learning Management System (LMS) for no more than 1,000 users. The LMS must be hosted with an https: secure link (FIPS 140-2 compliant, as amended, between the RRB and the provider). The RRB desires around the clock accessibility, however, as a minimum; the LMS shall be available Monday through Friday, Excluding Federal Holidays, 6:00 am to 6:30 pm Central Time for its headquarters staff in Chicago as well as for the 53 field offices located nationwide. The LMS also needs to be accessible by RRB personnel working/connecting remotely. The LMS must be accessible and viewable on all mobile devices such as smart phones and tablets. The Contractor must have a "library" of off-the-shelf general office/business courses such as leadership, management, human resource issues, etc., along with the ability for the RRB to write and post its own courses for use on the LMS. The contractor is expected to be able to create and store course completion certificates, along with RRB personnel being able to upload any other non-LMS course completion certificates earned into the LMS for storage/reviewing. The Contractor shall also provide customer and technical support from 8:00 AM - 4:30 PM Central Standard Time, Monday through Friday via phone and/or email with an email turnaround time on support no longer than one business day. The contractor MAY be required to perform a demonstration of the LMS as proof of the LMS functionalities. The RRB anticipates releasing a Request for Proposal on, or shortly after, June 26th, 2014. The RRB intends to award a contract for the LMS services before the end of fiscal year 2014, with implementation starting on, or before October 1st and estimates having a fully functional LMS for RRB use by April 1, 2015.
