Description
The Mission & Installation Contracting Command, Fort Drum, NY, in accordance with FAR 13.106-1(c)(1), intends to orally solicit a requirement for Furniture Moving on Fort Drum, NY to small businesses (the specific tasks are listed below). The contract type shall be quote mark Firm Fixed Price Purchase Order quote mark. Oral quotes are due on 18 June 2014 at 10:00 am EST. There is a site visit on June 16, 2014 at 9:30 AM EST. The meeting place will be T-46, West Street, Fort Drum, NY 13602. The group will leave from T-46 promptly at 9:45 AM EST to go to the site. Any interested party may inquire with the following Contract Specialist via email: ryan.l.cross6.mil@mail.mil with the subject heading quote mark W911S2-14-Q-8340 quote mark in order to receive the entire Performance Work Statement (PWS). Basis of award will be based on price; all work shall be completed with-in the specified Period of Performance, which is 23 June 2014 to 14 July 2014. This procurement is one hundred percent set-aside for Small Business concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the Central Contractor Registration (CCR) under the NAICS 484210. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. If you have any questions please submit them in writing via email to; ryan.l.cross6.mil@mail.mil, or delivered, mailed to, Mission & Installation Contracting Command, 45 West Street, Fort Drum, NY 13602-5220. Specific Tasks: 1. GENERAL: Provide all resources, except Government Furnished Property (GFP), necessary to perform furniture and appliance moving services from Single Soldier Housing (SSH) Warehouses, Buildings T-70, T-1149, and T-2150 to the new Warehouse, Building P-84. 1.1. Quantities: These figures are only approximations, quantities can potentially change as items are issued and moved from warehouses. Refer to Attachment 1for detailed information of furniture and appliances located at each building. 1.2. The Contractor shall provide a copy of the PWS to all employees who work on this project. The designated inspectors will periodically check to ensure all employees are in possession of the PWS and understand the Governments expectations. 1.3. The movement and placement of furniture and appliances will not require the use of stair carries. A portion of the appliances are stacked and will be stacked and/or palletized at new facility. 1.4. The Government shall provide pallet jacks and hand trucks on-site for use by the Contractor. Forklifts are on site and can be utilized by trained SSH Personnel. 1.5. The Contractor shall take all necessary precautions to prevent furniture or appliance damage to include, but not limited to denting, gouging, scratching, marring, water damage, and veneer damage. 1.6. The Contractor shall take precautions to prevent moving damage against the building, grounds, and/or other furnishings. The Contractor shall return floors at new warehouse to their original finish (sweep and mop, if necessary). 1.7. The Contractor shall repair or replace any items, buildings, or grounds damages due to negligence and/or direct action by the Contractor, using materials of the same quality, size, texture and color to match adjacent existing work. 1.8. The Contractor shall provide door stops to prop open doors for the duration of the move from one warehouse to another. The Contractor shall not place door wedges in the door hinge area. 1.9. The Contractor is permitted to work in more than one building at a time. 2. LOG IN-OUT: The Contractor shall contact the Government Point of Contact (POC) one week prior to commencing work and when all work is completed. The Government POC will be given at the time of award. 3. REQUIREMENTS: The Contractor shall perform the following tasks at each building location. 3.1. The Contractor shall move, load, and stack designated furniture and appliances, as directed by a SSH representative on-site, inside a moving truck for transport to Building P-84. 3.1.1. The Contractor shall provide a protective barrier, such as cardboard, placed between any stacked furniture while in transport or storage. 3.1.2. The Contractor shall unload furniture and appliances at Building P-84. The Contractor shall assemble, stack, or palletize furniture and appliances as directed by a SSH representative on-site. 3.2. The Contractor shall stack and shrink wrap all microwaves and convection ovens on pallets for forklift handling. 3.3. The Contractor shall cover any exposed appliances in cardboard wrap and shrink wrap to prevent scratches. A majority of appliances are in the original shipping boxes and will not require additional cardboard wrapping. 4. CLEAN UP: The Contractor shall clean up all debris and discarded materials resulting from its operations at the end of each workday. Materials shall be disposed of off post in accordance with applicable local, state and federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation will apply. No open burning will be allowed.
