- PHOTO 5 PHOTO 4 PHOTO 3 PHOTO 2 PHOTO1 SPECIFICATIONS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is HSFLGL-14-Q-00165 and is issued as Request for Quotes (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-72. The associated North American Industrial Classification System (NAICS) code for this procurement is 321999 with a small business size standard of 500.00 employees. This requirement is a [Small Business] set-aside and only qualified offerors may submit quotes. The DHS Federal Law Enforcement Training Center (FLETC) requires the following items: CLIN 0001 - QTY 3 EA Custom Boat Console to be built in accordance with attached specifications. See attached model photos; Drawings are unavailable. CLIN 0002 - Delivery and setup A Site Visit is scheduled for June 18, 2014 at 9:00 AM EST for all interested parties at the DHS Federal Law Enforcement Training Center (FLETC), 1131 Chapel Crossing Rd, Glynco, GA 31524 to take measurements and ask questions. RSVP must be made by June 17, 2014, 4:00 PM via email glovell@dhs.gov limited to two(2) individuals representing each company. All parties are to report to the FLETC Welcome Center, Building 1. Transportation will be provided to the viewing site. In order to receive visitor passes individuals must bring two forms of Identification (State Driver's Licenses, SS Card etc) QUOTE SUBMISSIONS ARE DUE BY JUNE 20, 2014, 4:00 PM EST via email glovell@dhs.gov. Offeror must be REGISTERED in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at http://www.sam.gov. Evaluation: Award will be made using Simplified Acquisition Procedures in accordance with FAR 13 to the Lowest Priced Technically Acceptable offer who submits a quotation that is responsive to the RFQ requirements. The resultant purchase order will be awarded firm fixed price. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-13, 52.232-33. HSAR 48CFR 3052.209-70 PROBITION ON CONTRACTS WITH CORPORATE EXPATRIATES (JUNE 2006). The full text of the referenced FAR clauses may be accessed electronically at http://www.acqnet.gov/far. Offerors shall provide a statement of compliance with FAR 52.222-50, Combating Trafficking in Persons, requirements and confirm subcontractors will accomplish a statement of compliance upon award.
