- SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF A SOLE SOURCE (BRAND NAME) SPECIFICATION IN VARIOUS MILITARY CONSTRUCTION PROJECTS FOR THE US ARMY ENGINEER DISTRICT, ALASKA AND IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed item as part of larger construction contracts to be executed on various military installations throughout Alaska. ITEM: Building Mass Notification System (BMNS) in accordance with the requirements of UFC 4-021-01. The individual BNMS system shall be interfaced with the Post-wide mass notification central control system through a Federal Signal UVICH transceiver. The existing post-wide central control system was provided by Federal Signal Corporation; the system uses Federal Signal's Federal Commander Digital System Software. In order for the Individual BNMS to be fully and completely integrated into the Post-wide central control system, it must be added and programmed into the Federal Commander Digital System by a Federal Signal Corporation authorized representative. The BMNS shall provide two-way communication with the existing Federal Signal mass notification network. UFC 4-021-01 requires the BMNS to connect to the existing Post-wide mass notification central control system. The existing facility-wide system is a proprietary Federal Signal Systems system using model UVICH ACUs pre-programmed with standard, facility-specific voice recordings. The Federal Signal UVICH ACU does not currently meet UL Standard 864 and therefore cannot be used to power speakers to broadcast a fire alarm evacuation signal. Therefore, the BMNS must be either stand-alone and have separate speakers from the fire alarm system or the UVICH must be electrically isolated from a combination fire alarm/mass notification system, in accordance with UFC 4-021-01. The BMNS shall consist of Autonomous Control Unit with battery backup, local operator consoles (LOC) and a Notification Appliance Network within the building to provide intelligible instructions at all locations in and around the building in accordance with UFC 4-021-01. Interested suppliers/manufacturers must certify that any item offered in response to this notice is Buy American Act compliant. Vendors who offer a Building Mass Notification System which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information: (1) Identification of the manufacturer's name, address, and country of product manufacture. (2) Fully detailed specification sheets. (3) Narrative addressing how the alternate produce to the one described herein is a fully comparable substitute. Please send responses to U. S.
