Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate on a sole source basis with Lab-Volt, 1710 State Highway 34, Farmingdale, NJ 07727-3906 for the purchase of a 2 kW Doubly Fed Induction Generator (DFIG) which will be delivered to NSWCCD Philadelphia, PA in support of an ongoing Code 98 RDT&E Hybrid Energy Storage Program efforts. This high power energy storage device will be integrated into an Opal-RT system, which is a highly unique system that is the Navy standard equipment used for executing hardware-in-the-loop (HIL) real-time simulation and the Lab-Volt 2kW DFIG laboratory kit electric power/controls unit is uniquely qualified to offer this feature. The kit is to include a permanent magnet synchronous motor, insulated gate bipolar transition chopper inverter, enclosure/power supply and current/voltage isolator. The award is anticipated to be Firm Fixed Price. The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of FAR 6.302. The applicable NAICS code for this requirement 333611 has a standard size of 1000 employees. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
