If it is discovered that the U.S. Air Force is not able to make award to a business concern within the country of Turkey, it reserves the right to make award to a business concern that is not within the country of Turkey." Business concerns not within the country of Turkey should be aware of challenges associated with doing business in the Republic of Turkey.
