- The Centers for Disease Control and prevention intends to award a sole source firm fixed price purchase order to Group Health Research Institute (GHRI) to conduct a pilot study to examine the completeness and comparability of the National Ambulatory Medical Care Survey (NAMCS) Patient Record Form (PRF) data captured by using three modes of data: (1) Census Field Representative (FR) abstraction of NAMCS data from the medical record (abstraction); (2) medical office practice (MOP) computer programmatic extraction of NAMCS data from an EHR (extraction); and (3) Continuity of Care Document data submission directly from an EHR (CDD). The minimum requirements for the vendor are that: the vendor is a part of a large sized medical group practice or has a research foundation relationship with a medical group practice of such size; the vendor must have specialized expertise and an extensive experience with the following: Health services research design, methodology and execution Healthcare Information Technology (HIT); control over a medical group practice electronic health record; the vendor has the existing infrastructure to provide secure and confidential exchange of protected health information; the vendor has the academic prestige and reputation necessary to attract the attention of the HIT community; consequently, the vendor's involvement will aid in validating and promoting the pilot research work; and, the vendor must have specialized expertise and experience in empirical studies in health care, medical care utilization, quality and outcome of hospital care and health care market reforms in various states and communities. Without this expertise, the successful implementation of the pilot study may be compromised. Group Health Cooperative (GHC) is a member-governed, nonprofit health care system that coordinates care and coverage. Founded in 1947 and based in Seattle, Wash., Group Health and its subsidiary health carriers, Group Health Options, Inc. and KPS Health Plans, serve more than 600,000 residents of Washington and North Idaho. All the practice sites have comprehensive electronic health records (EHR) systems and have a unified physician payment and billing system. GHRI provides an excellent venue for patient centered outcomes research due to natural variations in practice across one organization with nearly 1,000 physicians who are practicing across 46 clinics. GHRI serves patients with a mixture of insurance plans, and yet are linked with a single administrative system. Daily practice and operation and patient's interactions with clinicians and other staff in the GHRI system can be studied unobtrusively through de-identified data transmitted monthly from GHC to the Research Institute. Group Health Research Institute (GHRI) researchers participate in various GHC committees, including the Quality Improvement Steering Committee, where important issues in service delivery and physician compensation are discussed. Practice redesign and variation reduction have been a high priority for GHRI senior management, and it is aggressively implementing new changes in care delivery processes to simultaneously reduce costs and be more responsive to patient needs and preferences. The Group Health Research Institute is a division of GHC. This relationship provides access to the wealth of data and contextual resources. Researchers at GHRI, however, have the same intellectual freedom and independence as those at academic institutions. About 60 health scientists-including physicians, epidemiologists, biostatisticians, psychologists, economists, and health services researchers. Most faculty members have a joint appointment at the University of Washington. GHRI also employs about 300 other staff members. Robert Reid is a senior investigator at Group Health Research Institute and medical director of research translation at Group Health Cooperative. GHRI is led by Dr. Robert Reid. Dr. Reid is a primary care physician with master's training in public health and doctoral training in health policy and management. His research interests revolve around primary care organization and design, as well as the translation of preventive care research into day-to-day clinical practice. GHC is staffed by about 1,000 physicians, about half of whom are in primary care. It provides state-of-the-art medical care for about 600,000 patients with over 1,800,000 patient visits per year. All physicians and patients are linked through the same EHR, EpicCare. HIPAA compliant, de-identified clinical and demographic data on these patients are readily accessible for research purposes in a secure computing environment. Only about a quarter of patient revenues at GHC are from capitated contracts-the rest are largely covered by various PPOs and Medicare. Thus, the external payment environment is similar to the US medical care system as a whole.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
