Description
Emergency Water Pump Replacement and Repair Statutory Authority: Open Market - FAR 13.106-1, Soliciting from a Single Source An urgent requirement to replace water supply pumping equipment for Scotts Bluff National Memorial was presented during the first full week of May. The park needed to rebuild one existing pump and motor and replace two (2) of its water booster pumping systems that pump water from the City of Gering, NE up to the parks reservoir tank. The pumps/equipment are comprised of a 10 HP motor driving 85 GPM pump that forces water nearly 2 miles and over an increase of nearly 800 feet to the water tanks. These booster pumps are the only way the park can receive water for both potable usage and fire suppression. The park was unable to have visitors and employees without an adequate supply of potable water. The geographic area where the park is located is rural and predominately agriculture driven. Because of this fact, the park often faces limitations to finding multiple vendors to choose from depending on the trade. The unique size and design of the parks water booster pumps have proven difficult to find qualified vendors to work with them. In fact three other potential vendors were solicited initially to work on the system but declined due to their lack of capacity to handle the pumps. The only vendor within a 100 mile range that has both the ability to handle the technical aspect of the work as well as the schedule flexibility was Kelly-Deines Irrigation Inc. in Scottsbluff, NE. This vendor actually has experience with the parks system as they were awarded an order to replace the pumps in 2002. Since the park could not open and operate without an adequate supply of potable water, a sole source award was awarded to Kelly-Deines Irrigation. This was the only vendor located within a modest geographic area that had the capacity and interest to mobilize immediately to complete the work.
