Description
Contractor shall provide all labor, tools, equipment, materials and supervision necessary to repair existing airfield lighting systems at JBLM-McChord Field's airfield. Project includes: repair and/or replacement of existing airfield lighting fixtures and signage; light bases & isolation transformers; 5kV series wired airfield lighting cabling (Type L-824); underground conduits and vaults; constant current regulators and other power components in the airfield lighting vault. Project also includes civil/site work in support of above airfield lighting repairs, including: trenching, grinding, overlaying, grooving and patching of ACC and PCC pavements on Runway (RW) and Taxiways (TWs); PCC concrete panel demolition and replacement; temporary and permanent striping of airfield pavements, and miscellaneous trenching and site restoration efforts associated with underground electrical repairs on the airfield. ALCMS controls and software revisions at airfield lighting vault and ATCT will be performed in conjunction with this project. The software revisions and controls upgrade will be performed via separate contract to the OEM for the systems due to proprietary data/source code access, and the prime contractor for this effort will be required to coordinate with the OEM for affiliated work. Award consideration requirements for this contract include: 1. Previous experience executing a complex requirement on an active airfield that conducts precision approaches. 2. Previous experience installing new light bases and semi-flush in-pavement airfield lighting fixtures. 3. Previous experience as prime contractor managing a large magnitude ( greater than $5M) lengthy on-site mobilization ( greater than 9months) project. 4. Previous experience performing work on a Military Installation. (Note: military installations have specific access/entry requirements. The contractor workforce shall be US citizens; or Foreign Nationals that have applied for and received clearance for access to DOD facilities. This clearance process may require 3-12 months to be approved.) NOTE: IF YOU DO NOT INTEND TO SUBMIT A QUOTE FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a quote for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code and DUNS number or a copy of your System for Award Management (SAM) information (4) The category of small business, such as 8(a), HUBZONE, or SDVOSB etc. (5) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work as specified above. This should include documentation of past specialized experience and technical competence in similar work, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
