- Attachment A: Delta Trap Specifications 1.0 Background The USDA Animal Plant Health Inspection Service, Plant Protection and Quarantine (PPQ) requires about 150,000 paper delta traps annually. The paper delta trap is utilized in a variety of insect monitoring programs for highly destructive insects. The goal of APHIS-PPQ is to define the extent of these current or potential infestations and limit artificial spread beyond the infested area through quarantine and an active regulatory program. PPQ regulates movement of host material from infested areas to other areas of the United States for a variety of pests using the paper delta trap. This program is an effective Federal-State partnership that prevents the establishment of exotic insects in areas of the United States that are not contiguous to current regulated States and counties. In order to carry out this program's objective, PPQ requires Paper Delta Traps to conduct insect presence surveys to support decision-making for program activities. The Gypsy Moth Program and several other PPQ programs utilize the Paper Delta Trap in conjunction with specific pheromones to effectively monitor populations. Without the requested traps, effectively defining infestations might not be possible and the ultimate cost to of an eradication or control could exceed millions of dollars should this trap not be available. 1.1 Scope PPQ is interested in the efficacy of new adhesive products for this trap. Currently, there are only three adhesive products which are acceptable in the Paper Delta Traps, "Stickem Special Hold Fast Formula," "Stickem Special High Tack Formula" or "Tangle Trap". Additional specification information can be found in Attachment A. It is critical that any glue be as efficacious as theses. PPQ is requesting information to allow for comprehensive field testing of various adhesive products to be used in the paper delta trap. APHIS's goal is to add additional effective adhesive options to the trap requirements. 2.0 Required Submittals Companies interested in submitting green paper delta traps for testing must send 100 samples at NO COST to the Government to the following location. Buzzards Bay, MA 02542 508 563-0933 Interested companies traps must include an adhesive different than, "Stickem Special Hold Fast Formula" or the "High Tack Formula" or "Tangle Trap". 2.1 Package Markings The following will need to be written on the side wall of the container: 1. Company name 2. Adhesive product trade name 3. Quantity in the box 2.2 Documentation In addition to the samples, the following documentation must be submitted as part of this RFI: 1. Storage requirements for submitted products 2. Packaging, shipping and storage requirements of the submitted products. 3. Trap colors available. Note: any color will be considered for the RFI but APHIS requires green, orange and brown traps when widely purchased. 4. MSDS for adhesive used in trap manufacture 5. Trade name of the adhesive used 6. Published or unpublished studies related to this trap and adhesive combination 7. Description of the ability to produce 100,000 traps including: o Delivery lead time 8. Description of storage requirements including : o Temperature o Pallet height o ideal box size The paper board used should meet the specification set forth by the standard outlined in Attachment A. APHIS will not be testing paper board for the purpose of this RFI but in any solicitation this will be a requirement which shall be met. Please be aware the any paper board failures in the field may result in poor testing results. APHIS will assume these paper board standards are met and thus traps will perform equivalent in all other aspects. Trap dimensions are a critical aspect and must be met. APHIS will be assessing the size and shape a part of the RFI. If traps fall outside of the prescribed dimensions they will not be tested as part of this RFI. 3.0 Evaluation The submitted samples will be compared against APHIS's current trap specification outlined in Attachment A. The exact method of testing may vary slightly depending on several factors, including market interest, available personnel and other factors. The basic concept will include a field trial designed to capture Gypsy Moths which compares submitted traps to a standard trapping method. Critical to this trap is the number of sides which are sticky. APHIS is only interested in testing traps which have adhesive on 2 sides. Submitted traps should only have 2 sticky sides those with less or more will not be tested. A successful trap will be considered one which performs at least as well as the control trap described in Attachment A 4.0 Completion of Testing At the end of the testing a pass-fail result will be given to all companies who submitted samples detailing the results for their product. 4.1 Desired Outcome The outcomes of this testing may result in an addition of an adhesive product for green paper delta traps. This adhesive product would be included on an approved products list in a possible subsequent solicitation.
