- Installation and Maintenance of Illumina HiSeq 2500 Sequencing System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures, FAR Subpart 13.5-Test Program for Certain Commercial Items, and FAR Part 12-Acquisition of Commercial Items. The solicitation number is HHS- NIH-NIDA-SSSA-2014-208 and the solicitation is issued as a pre-solicitation notice of intent to award a contract on a noncompetitive basis to Illumina, 5200 Illumina Way, San Diego, CA 92122 This acquisition is for a commercial item or service and is conducted under the authority of the FAR Subpart 13.5-Test Program for Certain Commercial Items, section 4202 of the Clinger-Cohen Act of 1966) and the statutory authority of FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006-70. A notice regarding any set-aside restrictions, the associated NAICS code is 334516. Background Information: National Institutes of Health has purchased a number of Illumina's Sequencing Systems which have a proven platform for genetic analysis and functional genomics. The instrument's parallel sequencing technology leverages clonal cluster formation and proprietary reversible terminator chemistry to give it the speed and reduce the cost of large-scale sequencing to generate billions of bases of high-quality DNA sequence per run.The Illumina Sequencing technology also provides an easy-to-use protocol that does not require emulsion Polymerase Chain Reaction (PCR) which allows for a self-contained system that minimizes handling errors and contamination concerns, eliminating the need for robotics or clean rooms. Over the last several years the National Institutes of Health purchased Illumina manufactured instruments such as, twenty-seven (27) Genome Analyzers, twelve (12) BeadArray TM Systems, and seven (7) iScan Systems for use in its research facilities. Currently, NIH spends approximately 2 million dollars on reagents and consumables, and once all the instruments are fully operational, the NIH expects these figures to increase to approximately 5 million dollars per year. Each of the Illumina systems requires the use of reagents and consumables to ensure efficient operation and the desired outcomes of the operating systems. Reagents are chemicals and enzymes used to perform an assay or research sequencing methodology. Consumables are Arrays, Custom Arrays, Custom Oligo Pools, Standard Oligo Pools, Flow Cells, and accessories, Sample Preparation Kits, Cluster Kits, Sequencing Kits and Reagent Kits which are also used in the sequencing process. All reagents and consumables must be compatible with, and optimally perform in the Illumina manufactured systems. Purpose and Objectives for the Procurement: The purpose of the requirement is to purchase a Sequencing System and laboratory reagents for whole exome sequencing and genome-wide genotyping of families with Parkinson's disease, And for the installation and maintenance of the Illumina HiSeq 2500 Sequencing System. Contractor Requirements: The contractor shall provide: • HiSeq 2500 Sequencing System • Nextera Rapid caputure Expanded Exome Kit • TruSeq Dual Indexing Sequencing Primer Kit • HiSeq SBS Kit v4. • Hi Seq PE Cluster Kit v4. • Provide installation and maintenance of the Illumina HiSeq 2500 Sequencing System. • Provide written reports on installation and maintenance on the Illumina HiSeq 2500 Sequencing System Delivery Address: 35 Convent Dr., Bldg 35, Rm 1A1015, Bethesda, MD 20892 Instructions: FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items". The aforementioned provisions and clauses can be accessed electronically at http://www.acquisition.gov/far/.
