- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being procured as a 100% small business set-aside. The NAICS code applicable to this acquisition is 511120. The U.S. Army Contracting Center - Aberdeen Proving Ground (ACC-APG) in support of the Army's Congressional Budget Liaison Office, Office of the Assistant Secretary of the Army (Financial Management and Comptroller) has a requirement for the following commercial item. The solicitation number is W91CRB-14-T-SUBS. The resultant order will be firm fixed price. The requirement consists of the following: ITEM 1: One subscription and sixteen logins to a website that performs the following functions: House and Senate floor activity updates, breaking news alerts, analysis; and congressional defense issues blog. Weekly and Weekly Digital Edition. Continually updated: Alerts from Bill Tracker, News Morning Headlines, News Afternoon Headlines, Senate Watch, Action Alerts by word or phrase, subject or bill, HotDocs, Amendment Text, Congressional Research Service (CRS) Reports, and General Topics. Bill Track & Custom Bill Reports, Bill Text, Bill Side-by-Side Comparisons, Amendment Text, Committee Reports, Committee Coverage, Bill Analysis, Floor Votes & Custom Vote Reports, Congressional Record (1987-present), CRS Bill Digest (1986-present), Public Law Text (1789-present), U.S. Code, Federal Register, House Action Reports, Senate Watch, Budget Tracker, Congressional Transcripts (1995-present), Newsmaker & Regulatory Transcripts (1995-present), Member Profiles, Fact Files & District Descriptions (1995-present). Continually updated news coverage of all congressional defense committee and related congressional hearings; Continually updated news coverage of House and Senate floor debate and votes on Defense or related bills; Continually updated news coverage of all markups of the National Defense Authorization Act and Defense and MILCON/VA Appropriations Act and related bills; Congressional hearing transcripts within 24 hours of the hearing; Detailed profiles, including quality color photos and District/State information, of all Members of Congress - updated as changes occur; Statistical data on Members of Congress, including demographic; Defense and related bill Comparison Reports; Defense and related bill Tracking - with email updates provided; Congressional committee news coverage of all meetings, hearings, markups, changes in committee organization or membership; Congressional committee rosters; Searchable information; Credentialed reporters; Archival information; Analysis of defense related legislation; Integration of data across all these types of information; Ability to establish a personalized profile within an online website where all specific quote mark watch list quote mark type information is placed- specifically concerning the House and Senate congressional defense oversight committees and the National Defense Authorization Act and Defense and MILCON/VA Appropriations Act and all related bills, meetings, hearings, Members of Congress, markups, major actions; Ability to set up email news alerts specifically focused on House and Senate congressional defense oversight committee bills, meetings, hearings, Members of Congress, markups; Comprehensive congressional database from which Army Congressional Budget Liaison personnel can pull tailorable congressional information as needed. Offeror's shall also be available to provide training to ensure that Army Congressional Budget Liaison personnel effectively understand how to use all of the capabilities of the website. Written documentation on the operation of their online capabilities / software as appropriate shall be provided as requested. A help desk shall be available to provide online support Monday through Friday between the hours of 0800 and 1700 as needed. The period of performance shall be for one, twelve month base period. Pricing shall be provided for one, twelve month option period. The provision 52.212-1 applies. The following clauses apply: 52.212-4, 52.212-5, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, 252.225-7001, 252.204-7003, 252.204-7004 Alt. A, 252.232-7010. Quotation submission instructions - 1.Quotes shall be submitted in contractor format and shall include: (1) Company name, address, telephone number, and e-mail address; (2) Solicitation number; (3) Unit price and extended prices; (4) Contractor DUNS number and Commercial, Government Entity (CAGE) Code and Tax Identification Number; (5) Signed acknowledgements of any amendments, if any amendments to this combined synopsis/solicitation are issued. 2.Quotations shall include the name, phone number, and e-mail addresses of at least three customers for whom the subscription proposed has been provided in the past. If the subscription proposed has never been provided, the quotation shall so state. Evaluation - 1.The Government intends to award a contract resulting from this combined synopsis/solicitation without conducting discussions. 2.The Government intends to award to the responsible offeror proposing the lowest priced technically acceptable item.
