Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE TO A SUPPLIER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES The U.S. Department of Energy, Idaho Operations Office (DOE-ID), intends to negotiate, on a sole source basis with Hopewell Designs, Inc., under the authority permitted under FAR 6.302-1, ?Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements?, for seven Irradiator systems as follows: (1) Gamma Beam Irradiator, single source, 360 Ci Cs-137 maximum activity, automated, Cs-137 source, 20 Ci activity, Linear positioning system, two axis, automatic, (X) 4m x (Z) 30cm with automatic rotational axis. (2) Gama Beam Irradiator, single source, 2600 Ci Cs-137, ten Ci Co-60 maximum activity, automated control system, C0-60 source, ten Ci activity, Linear positioning system, two axis, automatic, (X) 4m x (Z) 30cm with automatic rotational axis. (3) Gamma Beam Irradiator, single source, 2600 Ci Cs-137 maximum activity, automated control system, Cs-137 source, 1200 Ci activity, linear positioning system, two axis, automatic, (X) 4m x (Z) 30cm with automatic rotational axis. (4) Americium Irradiator, single source, automated control system, Am-241 source, one Ci activity (total of seven ci). (5) Beta Irradiator, single source, with manual positioning system, and automated control system, Sr-90 source, 50 mCi Activity, Test stand, fixed, with sensors for phantoms. (6) Beta Irradiator, single source, with manual positioning system, and automated control systems, Kr-85 source, 200 mCi activity, test stand, fixed, with sensors for phantoms. (7) X-ray Beam Irradiator system, 320 kV, automated control system, Filter Aperture Wheel Assembly, No Filter, six Lead Apertures, Additional filter wheel, No Filters, Filterpack, per beam code, for H or M codes, Linear positioning system, three axis, automatic, (X) 4m x (Y) 100cm x (Z) 30cm, with automatic rotational axis. Along with the above irradiator systems the vendor will also sole source the following options and accessories: (1) Network and Software upgrades including eight PCs to which one is used to serve as central storage for the irradiator control computers and the data collected on them, five man-weeks of software programming to update and streamline automated software and database communications. (2) Eight Keithly 6517B electrometers, with GPIB communication and 20mm ion chamber cable. (3) Seven A4 Ion chambers. (4) One transmission chamber for X-ray systems. (5) Nine wireless barcode readers. (6) One video camera, auto zoom lens, pan/tilt unit, monitor for room monitor. (7) Five room cameras with wide angle lens and monitor. (8) Seven radiation area monitors with output relay, external detector, Cs, Co, and X-ray. (9) One precision barometric pressure monitor (Setra). (10) One Keithly 2700 ? 20 channel analog (temperature RTD). (11) Seven RTD temperature sensors and associated cabling. (12) Five whole body phantoms, 30 cm x 30cm x 5cm. (13) Two whole body phantoms for beta, 30 cm x 30 cm x 5 cm. (14) Seven phantoms for wrist badges, 73mm dia x 300m long. (15) Seven phantoms for finger badges, 19mm dia x 300mm long. (16) Five riser stands for phantom, acrylic, with sensors for type of phantom. (17) Seven Jig/fixtures for instrument positioning, for off-axis ion chamber. (18) Eight Linak Deskline style desks with control equipment mounted and integrated into system. Hopewell has demonstrated that they can design an irradiator system from bottom up specifications to a fully integrated and robust irradiator systems with appropriate radiation shielding, and automated irradiation control with built-in monitoring of the safety interlocks of the irradiators and of the irradiators room access that provides adequate fail-safe engineered controls that protect the operator from being exposed from potential radiation exposure should a safety interlock be breached. This has been demonstrated from the procurement, design, manufacture, installation and system integration of the 137Cs irradiator system initially designed and installed by Hopewell. The DOE is unaware of any other vendor/source that provides this comprehensive service of irradiator system design and engineering from conceptual design of an irradiator system to include construction, installation of equipment, testing, customization of the irradiator system, and provide software to the s pecification and needs of the customer that includes monitoring of the irradiator rooms and irradiator device safety interlock systems and automation of the irradiator control software as a single issued product. Accordingly, this acquisition is being done under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Any new Vendor or supplier that believes they can meet and/or fulfill the manufacture, deliver, and installation of a fully automated irradiator system to the DOE that will be integrated with the DOE?s current automated irradiator control system will need to inform the DOE of their intent to compete in order to meet the DOE?s irradiator system requirements. A new Supplier must be able to accomplish the following requirements: (1) Integrate their irradiator system in order to dump irradiation data into the current DOE database and generate the same irradiation reports as currently provided to the DOE. As a minimum, all the features of the current irradiator control software screen on the new Supplier irradiator screen must be able to monitor the automated positioning system?s x, z and y axis. (2) Provide a description of the unit and explain how it meets the DOE requirements. The supplier must also install, test, and show functionality prior to the DOE final acceptance. (3) Provide all product data of all components procured by manufacturer/catalog/make/model information, and show how the components will be incorporated into the design of the system. (4) Provide a copy of their QA Program for review by the DOE prior to fabrication/manufacturer of the irradiator systems. (5) Submit a detailed plan of all installation, inspection, and test activities with reference to procedures applicable to each sequence and provide for incorporation for each contractor hold points. (6) Provide installation, inspection, and test procedures required to verify conformance to specification requirements, including all special process procedures. (7) Package and ship (FOB Destination) the irradiator systems using commercial best practices in such a way that damage will not occur to any of the system components. AGAIN, THIS IS A NOTICE TO SOLE SOURCE NOT A REQUEST FOR COMPETITIVE QUOTES. However, any Vendor or Supplier that believes it can meet the requirements mentioned above may give written notification to the DOE Idaho Operations Office prior to the response due date. Responses are required to be submitted on or before June 25, 2014, 1:00 p.m. Mountain Time via e-mail to paynemb@id.doe.gov. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. You must also furnish your business size information; NAICS code 334517- Irradiation Apparatus Manufacturing; size standard anticipated for this acquisition is Small Business. The estimated dollar figure for the sole source award is $1,727,219. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
