- The United States Air Force, AFLCMC/Operational Contracting Branch, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of a LifeCell Strattice Tissue Implant to perform a Ventral Hernia Repair procedure. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 339113. Size standard is 500 employees. The proposed source is LifeCell, 1 Millennium Way Branchburg, NJ 08876. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within one (1) day of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government requires the Lifecell Strattice tissue implant for a Ventral Hernia Repair on 13 JUN 2014 to be performed at the Medical Treatment Facility (MTF) at Wright Patterson AFB (WPAFB). Lifecell provides the only product that has a contoured fit for reconstruction. The Strattice implant fits into the patient's abdomen with an exact fit since it is contoured. This prevents excess tissue implants from being used potentially saving the government money. Using another product would be a duplication of cost since the surgeon would require over a year of training for that product which includes both in-class, hands on training and trials before he or she can use the product to operate on a patient. If these items are not used the surgery would need to be sent off base at a substantial duplication of cost of approximately $xxxx. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
