Description
The U.S. Army Contracting Command - New Jersey on behalf of PM Solider Weapons is interested in determining the availability of commercial M16/M4 Weapon Racks/Vaults for installation in patrol vehicles. The purpose of conducting this market research/sources sought notice is to identify potential sources of different types of commercial M16/M4 Weapon Racks/Vaults. These M16/M4 Weapon Racks/Vaults will be installed in sedans, SUVs, and trucks. The requirement is as follows: 1. Sedan, Chevy Impala, Trunk Mounted Weapons Rack: A. Vehicle Year Models 2011 through 2014. B. Each Weapons rack must be mounted on the trunk lid or the upper trunk deck of the sedan. Each weapon rack must accommodate one weapon for each sedan. C. Each Weapons Rack must accommodate all of the following weapons systems: (1) M16 with M68 or M150 Optics using the TACOM approved M16 Collapsible Buttstock Conversion kit. Weapon length not to exceed 36 quote mark inches. (2) M4A1 Rifle with M68 or M150 Optics (3) M4 Rifle with M68 or M150 Optics D. Each weapon rack must not interfere with spare tire access or other electrical equipment located in the rear of the vehicle. E. Weapon Rack must secure the weapon with a quote mark vending machine quote mark styled locking mechanism, which would require a rack specific vending machine key to open (or release) and secure. F. Weapon Rack must prohibit (by mechanical restriction) the ability to chamber a round while the weapon is secured in the rack. G. The Weapon Rack must prevent the ability to remove the magazine from the weapon while it is secured in the rack. H. Weapons Rack provider must provide approximately 392 sedan trunk mountable weapons racks within a 90 day timeline. 2. Sport Utility Vehicles Weapons Vaults: A. Year model vehicles: One type of weapons lock vault must fit and mount in the rear of the following vehicles: (1) 2012 - 2015 Police Package Chevrolet Tahoe, Federal Equipment Code 4221, Federal Standard Item Number 100L. (2) 2012 - 2015 Special Service Chevrolet Suburban, Federal Equipment Code 6375, Federal Standard Item number 108C. (3) 2013 - 2015 Ford Sport Utility, Police Use, Police Interceptor SUV, Federal Equipment Code 6223, Federal Standard Item Number 100L. B. Each Weapons rack must be mounted with provided mounting apparatus in the rear of the Sport Utility Vehicle and yet must provide access to any spare tire or specialty equipment stored on the lower deck of the rear storage compartment. Each weapon rack must accommodate one weapon for each vehicle. C. Each Weapons Vault must accommodate all of the following weapons systems: (1) M16/M4 with M68 or M150 Optics using the TACOM approved M16 Collapsible Buttstock Conversion kit. Weapon length not to exceed 36 quote mark inches. (2) M4 Rifle with M68 or M150 Optics (3) M4 Rifle with M68 or M150 Optics D. Each weapon vault must not interfere with spare tire access or other electrical equipment located in the rear of the vehicle. E. Weapon Vault must secure the weapon with a quote mark vending machine quote mark styled locking mechanism, which would require a unique specific vending machine key to open (or release) and secure. F. Weapon Vault must prohibit (by mechanical restriction) the ability to chamber a round while the weapon is secured in the rack. G. The Weapon Vault must prevent the ability to remove the magazine from the weapon while it is secured in the rack. H. Weapons Vault provider must provide approximately 144 mountable weapons vaults with mounts within a 90 day timeline. 3. Pickup Truck Weapons Racks/Vaults: A. Year model vehicles: One type of weapons lock vault must fit and mount behind the rear seat of a crew cab pickup in a location that is not visible to the public for the following vehicles: (1) 2012 - 2015 Pickups, Crew Cab, Special Service, Equipment Code 6253, Federal Standard Item number 55C. This includes full size Ford, Dodge and Chevrolet Pickups. One mounting system that fits all three manufacturers. B. Each Weapons rack must be mounted with provided mounting apparatus behind the rear seat in the cab of the pickup. Each weapon rack must accommodate one weapon for each vehicle. C. Each Weapons Rack/Vault must accommodate all of the following weapons systems: (1) M16/M4 with M68 or M150 Optics using the TACOM approved M16 Collapsible Buttstock Conversion kit. Weapon length not to exceed 36 quote mark inches. (2) M4A1 Rifle with M68 or M150 Optics (3) M4 Rifle with M68 or M150 Optics D. Each weapon rack/vault must not interfere with spare tire access or other electrical equipment located inside the cab of the vehicle. E. Weapon rack/vault must secure the weapon with a quote mark vending machine quote mark styled locking mechanism, which would require a unique specific vending machine key to open (or release) and secure. F. Weapon rack/vault must prohibit (by mechanical restriction) the ability to chamber a round while the weapon is secured in the rack. G. The Weapon rack/vault must prevent the ability to remove the magazine from the weapon while it is secured in the rack. H. Weapons rack/vault provider must provide approximately 118 mountable weapons vaults/racks with mounts within a 90 day timeline. 4. All weapon racks/vaults must have all associated hardware provided and installation instructions. This market research/sources sought notice will provide insight to the Government on M16/M4 Weapon Racks/Vaults that are readily available for immediate employment by the Government.
