- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued using simplified acquisition procedures for Commercial Items. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-32SD-RFQ-14-MD10 and is issued as a request for quotation (RFQ). This solicitation is a small business set-aside. The NAICS is 334513 Water quality monitoring and control systems manufacturing. The business size standard is 500 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-74. The USDA, ARS, Delta Water Management Research, 504 University Loop East, Jonesboro, AR 72401 requires Multi-parameter water quality sonde capable of short term in-situ studies (2-3 weeks) with on-board data collection ability. Need: Multi-parameter water quality sonde capable of short term in-situ studies (2-3 weeks) with on-board data collection abilities. 6 sondes. Sensors: Dissolved oxygen, pH, salinity, total dissolved solids, specific conductivity, temperature, turbidity and nutrients (ammonia and nitrite). Requirements: Data cables, controller and/or USB computer interface, 6 x strainer cups, 1 x flow-through cell with ½" (or 3/8") barb fittings, and a basic supply of calibration standards. Water quality data collection sondes will be used to collect data at surface water agricultural ditch, in-stream sites and tail water recovery reservoirs within the Northeast Arkansas area that our office serves. In addition, the flow-through cell will allow for data collection for ground water applications while using our existing ground water pumps. Therefore, ½" I.D. barb fittings are required to match our existing equipment. Data analysis will require proration of data to correct from in-stream fouling along with other hydrologic modeling. Equipment shall carry a standard two (2) year warranty. Personnel within this office are trained to use water quality sondes. However, some training may be required for newer personnel and graduate students that will need to use these instruments. Price to include delivery and installation (FOB Destination) to the USDA, ARS, Delta Water Management Research, 504 University Loop East, Jonesboro, AR 72401. The schedule for delivery and installation of materials to the site is 60 calendar days from receipt of award. On company letterhead, quoters shall submit a firm-fixed price quote and a technical proposal that demonstrates the product(s) proposed meets the requirements of the Specifications/Statement of work. MAKE SURE your Price is provided separately from your Technical proposal. -Quoter shall clearly demonstrate its approach to technical ability to meet the requirements of the Specifications/Statement of Work, quality, warranty and timeliness of delivery. Include descriptive literature in sufficient detail to evaluate their product against the minimum specifications. -Provide five (5) references supporting the ability to deliver and install the items on schedule and in quantities requested. Quoters are to provide: Customer; Contract/Task Order Number, Contract type, total contract value, description of work performed, and relevancy pertinent to this requirement, names, telephone numbers, and email address for point of contact. Quoters should send past performance information in the form of a list of references so the Contracting Officer can confirm a quoters ability to deliver. Government references are preferred but will accept commercial references. -The Quoter shall provide a quotation on company Letterhead. In addition to the completed pricing, the quoter shall provide sufficient price information to allow the contracting officer to determine the completeness and reasonableness of the quoters price. Each quoter shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. Failure to provide the required information in the requested format may result in quotes not being considered for award.
