Request for Quote: FB202741291491 Fuel System Compounds This is a combined synopsis and solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; therefore quotes are being requested and a written solicitation will not be issued. This solicitation, FB202741291491 Fuel System Compounds, is issued as a request for quote (RFQ) FLUID, PURGING, PRESERVING, FUEL SYSTEM COMPOUNDS PN: PL26 Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) and System for Award Management (SAM). The NAICS code for this effort is 325998. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-72. Please quote the following item: CLIN 0001 FLUID, PURGING, PRESERVING, FUEL SYSTEM COMPOUNDS PN: PL26 SPEC: MIL-F-38299B MFG: PHILLIPS 66 CO OR EQUAL. QTY: 7,105 GAL Delivery Date: 15 DAYS ADC Notice to Offerors: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This requirement is solicited as full and open with a NAICS code 325998. The following provisions and clauses apply to this acquisition: 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (IAW FAR 12.301(b)(1)) JUL 2013 Addendum to 52.212-1: Paragraph (b), entitled "Submission of Offers": Offers may be submitted via electronic mail. Submit signed and dated offer at or before 1400 (2:00 PM) MST, Wednesday, 01 July, 2014. To send offer via electronic mail all documents must be emailed to ryan.spaulding.2@us.af.mil. Submit quotations on company letterhead or pricing document; contractor format acceptable. Quotations must include as a minimum: 1. The solicitation 2. The time specified in the solicitation for receipt of offerors 3. The name, address, and telephone number of the offeror 4. A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; 5. Terms of any express warranty; 6. Price and any discount terms; 7. "Remit to" address, if different than mailing address; 8. Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. The government reserves the right to make award on the initial quote without discussions. 52.212-2: Evaluation -- Commercial Items, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, Quotes will be evaluated on Lowest Price Technically acceptable (LPTA) Evaluation factors 1. Price 2. Technical Acceptibilty - Technical acceptability will be based on the following i. compliance with the required specification. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
