Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK14510297R, Revitalize Kennedy Space Center (KSC) Water/Wastewater Systems - Phase 4A NASA Causeway, John F. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO: The overall task of the construction firm will be a portion of the revitalization of Kennedy Space Centers water distribution system. The tasks associated with the proposed work include, but is not limited to, the following: Replacement of existing asbestos cement (AC) water mains and associated appurtenance along the NASA Causeway. The work also includes installing new ductile iron water mains into the existing water distribution system and an option of removing the existing asbestos cement pipe. Part of the installation of the ductile iron water mains will require two horizontal directional drills underneath the Banana River. The NAICS code for this procurement is 237110 with a small business size standard of $33.5M. The effort will include the following tasks and options: Task 1 Revitalize Kennedy Space Center (KSC) Water/Wastewater Systems - Phase 4A NASA Causeway Option 1 Removal of Asbestos Cement Pipe Each task and option shall be bid separately. The Performance Period including all tasks and options shall be completed in 270 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is between $1,000,000 and $5,000,000. The acquisition shall be conducted as a 100% small business set-aside. The anticipated release date of the RFP is on or about June 30, 2014 with an anticipated offer closing date of on or about July 30, 2014. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled on or about July 7, 2014. Prime contractors will be limited on the number of personnel in attendance. Posted Specifications and Drawings will have an Export Determination of EAR 99, and are considered controlled documents. Therefore, download of documents wont be permitted until requesters have been cleared through Defense Logistics Information Service (DLIS). PLEASE BEGIN FEDBIZOPS REGISTRATION IMMEDIATELY SINCE CLEARANCE MAY TAKE A COUPLE OF WEEKS. All responsible small business sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
