Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work and obtain their size classification relative to the North American Classification System (NACIS) Code 334516 with a size standard of 500 employees. A.GENERAL INFORMATION Background: The Research Department at the VA New Mexico Healthcare System (VA NMHCS) intends to purchase a Mass Spectrometry Detection unit. Scope of Work: The contractor shall provide the equipment, installation (if required), training and all other resources required to deliver the requirements stated in this SOW. This contract is for the purchase of a Mass Spectrometry Detection Unit which the VA NMHCS will use. This is a salient requirement, and is not flexible. The following are the minimum salient characteristics that must be met: a.Detecting very low levels of thiosulfates in urine and blood samples. Specifically, these compounds are quantified by reaction with the thio-specific derivatization agent mono-bromobimane, followed by reversed-phase fluorescence HPLC and/or mass spectrometry. b.Purification of recombinant proteins such as antimicrobial peptides (AMPs), whose isolation is a tedious process using conventional methodologies. Quantitation of AMPs in bio-specimens. c.Identifying alterations in cell wall components in the mutants of the pathogens like Candida albicans. d.Studying pharmacokinetics and bioavailability of grape seed procyanidin (GSP) and quantifying GSP in bronchial samples. Instrument requirement: a.Mass Spectrometer " High performance Triple Quadrupole linear ion trap LC/MS/MS mass spectrometer. " Mass range: m/z 5 to 2,250 b.HPLC "Binary HPLC pumping system with high pressure mixing "Operating pressure range up to atleast 8700 psi "Flow range up to 5 ml "Solvent selection valve for 4 solvent capabilities. "Solvent degasser "Thermostatted column compartment "Column switching valve for automated column selection "HPLC tool kit c.Flouorescence Detector "Single and multi-signal detection of up to four different excitation or emission wavelengths "RAMAN signal to noise ratio value of >2000 using the dark signal as noise reference. "Wavelengths 200 - 1200 nm for excitation and emission "Temperature control d.UV VIS Detector "Wavelength range of 190 to 700 nm "Temperature control e.Autosampler "Wide injection range from 0.1ul to 1,500 µl "Temperature control from 4 to 40 degrees C f.Nitrogen generator For a stable and continuous supply of Nitrogen for LC/MS. g.Instrument Control and Data Analysis software "All components under single point software control "Must have a user friendly interface for routine usage by multiple researchers. "Completely automated quantitative data processing and reporting capabilities "Direct and easy data transfer to popular word processing programs such as Microsoft Word, Excel, Power Point, etc. REQUESTED INFORMATION: STATEMENT OF CAPABILITY: Submit a brief description (five [5] pages or less) that shows your company can provide the required services. One additional page may be included explaining experience in performing these services to the VA, other government agencies, or for private facilities. Potential sources should identify business name, point of contact, business size and any applicable business socio-economic category (i.e. small business, SDVOSB, VOSB, SB, etc), DUNS number, address, and any additional information felt to be pertinent. All vendors must be registered in SAM https://www.sam.gov/portal/public/SAM/ prior to contract award. Written responses must be received no later than 3:00 PM (EST), Thursday, June 16, 2014.
