Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work and obtain their size classification relative to the North American Classification System (NACIS) Code 334516 with a size standard of 500 employees. A.GENERAL INFORMATION Background: The Research Department at the VA New Mexico Healthcare System (VA NMHCS) intends to purchase a Flow Cytometer Unit. Scope of Work: The contractor shall provide the equipment, installation (if required), training and all other resources required to deliver the requirements stated in this SOW. This contract is for the purchase of a Flow Cytometer Unit which the VA NMHCS will use. This is a salient requirement, and is not flexible. The following are the minimum salient characteristics that must be met: REQUESTED INFORMATION: STATEMENT OF CAPABILITY: Submit a brief description (five [5] pages or less) that shows your company can provide the required services. One additional page may be included explaining experience in performing these services to the VA, other government agencies, or for private facilities. Potential sources should identify business name, point of contact, business size and any applicable business socio-economic category (i.e. small business, SDVOSB, VOSB, SB, etc), DUNS number, address, and any additional information felt to be pertinent. All vendors must be registered in SAM https://www.sam.gov/portal/public/SAM/ prior to contract award. Responses to this notice should be electronically mailed in PDF format or word format to Cheryl.Homison@va.gov. Telephone responses will not be accepted. Written responses must be received no later than 3:00 PM (EST), Thursday, June 16, 2014. a.The acoustic flow cytometer must be configured with 3 lasers to enable collection of up to 11 uniques combination of wavelengths during a single run for multiplexing, eliminating the need to perform complicated cell preparation methods prior to analyzing on the instrument. b.The flow cytometer is requested with an auto sampler. The auto sampler needs to be compatible with both 96 and 384 standard depth and deep well plates and allow for a high throughput mode option for sample processing to enable rapid analysis of a plate. The auto sampler should mix samples by aspiration instead of shaking to maintain sample homogeneity prior to analyzing. The auto sampler should be designed to perform an automatic calibration every 30 days to maintain probe positioning with a well. For high throughput option, the instrument must utilize an external fluid and waste tank to maximize number of plates to run without user intervention. c.The flow cytometer must be portable, with a footprint that is small enough to allow the unit to be placed either on a counter or in a laminar flow hood as it will be utilized to interrogate binding of fluorescent labelled-molecules to BSL-2 organisms. d.To minimize the probability of clogging due to rapid evaporation in the very dry New Mexico climate, a flow cytometer that utilizes little or no sheath fluid is requested. This is a critical feature for maintenance and upkeep of instrument. e.The flow cytometer must be capable of analyzing a wide range of sample concentrations including very small initial sample sizes. f.The user-interface for this flow cytometer must be user-friendly. g.Customer training should be provided with the flow cytometer and auto sampler at the customer site and/or an internal facility by a certified technical scientist focusing on basic operation and maintenance. h.The flow cytometer top-fill supplies all of the reagents necessary to perform instrument performance tracking, daily operation and maintenance for 30 days. i.The vendor should offer telephone technical support and field applications/sales/service support to answer technical questions, help review data, make recommendations on how to troubleshoot results encountered with cytometry experiments.
