Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD), Florida intends to award a firm fixed price, sole source, supply type contract to Magellan Aerospace doing business as (DBA) Magellan, 3160 Derry Road East Mississauga, ON L4T 1A9 for the fabrication of 670 Landing Craft Air Cushioned (LCAC) propeller duct parts originally produced by Magellan Aerospace which will be used by the government for repair of LCAC Propeller Duct Assemblies. This purchase is not suitable for full and open competition for the following reasons. Fabrication of these parts requires the use of special tooling that currently resides at Magellan Aerospace. The tooling was developed by Magellan Aerospace (at the time Aeronca, Inc.), under a competitively awarded subcontract from Textron Marine. No other manufacturer has supplied these parts since this original contract. Magellan Aerospace is the Original Equipment Manufacturer (OEM) for the parts needed and is a Navy approved vendor. As the OEM for the parts needed Magellan Aerospace is the only company that has made these items in the past according to specific form, fit, and function requirements for LCAC. Developing another source for these items would be cost and schedule prohibitive; it would be very expensive as there would be significant engineering and testing costs incurred (First Article inspection costs) as well as special tooling and capabilities requirements for the manufacturer. The time associated with the effort in an amount estimated at $350,000 and an additional twenty five month lead time. This estimate is based on preliminary analysis conducted by the NSWC PCD engineering team. Thus, Magellan Aerospace is the only source that can supply the required parts. Delivery of all parts will be completed within twelve months from award of the contract. Delivery will be FOB Destination to the Receiving Office, Naval Support Activity Panama City (NSA PC), 110 Vernon Ave, Panama City, FL 32407. NAICS Code 336413 applies. SBA Size Standard is 1000 employees. FSC is 1680.
