- Security Form Solicitation Synopsis The Court Services and Offender Supervision Agency (CSOSA) is issuing this RFP for the acquisition of the following Social Rehabilitation Service for its offender population (men, women, and sex offenders) within the District of Columbia. Services to be solicited are: Medically Monitored Detoxification Services (3-10 Day Treatment plan) This solicitation requires vendors to provide facilities, labor, material and equipment necessary to perform the above service. This solicitation is issued with the intention of awarding one (and at most two) Firm Fixed Price (FFP) Daily rate contract(s) for these Detoxification Services. The resulting contract will have a total length or performance period of five (5) years, consisting of one (1) 12 month base award period with four (4) one-year options. The Government will make the award to the lowest price, technically acceptable (LPTA) offeror IAW FAR 15.101-2. The evaluation criteria will consist of three (3) evaluation factors: Technical Acceptability, Past Performance, and Price. The factors, terms and conditions are set forth in the attached solicitation. This acquisition is subject to the requirement of FAR 4.1102 (a)-System for Award Management. Interested vendors must be registered in the System for Award Management (SAM) (www.sam.gov) to be considered as a potential source. This notice does constitute a Request for Proposal (RFP). Questions may be submitted by 4 pm EDT, 30 June, 2014. The federal government will post the responses to the questions to www.fbo.gov. The Solicitation Period Closing Date is: 7 July 2014, 4:00 PM.
