- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIION - PR# 02613JR ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Edgeone LLC of West Wareham, Maine for providing PORT LF Push Off Release Low Frequency Transponders. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) National Marine Fisheries Science Center (NMFSC) requirement of the PORT LF Push Off Release Low Frequency Transponders for use on a NWFSC acoustic recorder mooring. The NWFSC is currently assessing the winter distribution of southern resident killer whales. A critical component of this assessment is to determine the locations of the whales in the winter. Acoustic Recorders are used on mooring to collect the data. The acoustic recorder is recovered by signaling an acoustic release to release the mooring. This unit has been widely used by other cetacean researchers, which is important for comparison of the data collected. NOAA requires the purchase of PORT acoustic mooring releases only from Edgetech ORE Offshore because the NWFSC is currently exclusively using their acoustic release units and it is essential to continue to use them because these units require the use of a shipboard deck set of proprietary design to send a signal to the acoustic release to activate it. It is critical to maintain a fleet of standardized hardware from Edgetech to continue research and collect data. This equipment functions at an extremely high level of reliability when deployed in the harsh marine environment to ensure mission success. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
