Description
The Health Resources and Services Administration (HRSA) is in the process of establishing Blanket Purchase Agreements (BPAs) with a pool of licensed medical case reviewers who may be issued orders on an as-needed basis. HRSA may select to award BPAs for a base period and four (4) 12-month option periods. Medical case reviewers will be required to: 1) Review medical records contained in all assigned petitions for vaccine compensation and all assigned requests for benefits cases to determine adequacy of available information, likelihood of vaccine causation based on medical principles, knowledge of the literature, and an understanding of associated diseases and conditions; 2) Determine eligibility for compensation based on the Vaccine Injury Table in the Statute and determine if there is a preponderance of evidence to support a "factor related" or alternate cause and make appropriate initial recommendations in medical reports; and 3) Determine eligibility for compensation based on Countermeasure Injury Table and "compelling, reliable, and valid medical and scientific evidence" that an injury was caused by or aggravated by a countermeasure. Make appropriate initial recommendations in medical reports. Interested parties may respond to this notice. The response must include a current resume or curriculum vitae. The response must also demonstrate clear and convincing evidence that the interested party has experience with reviewing medical records for vaccine injury and countermeasure injury. Establishment of BPAs and placement of orders will be based on the Government's need for medical case reviewers in particular fields related to case and is not guaranteed. These services are defined under Federal Acquisition Regulation (FAR), Part 13.5. The NAICS code is 621111. It is the offeror's responsibility to monitor this site for amendments or postings.
