Description
The Bureau of Reclamation Lower Colorado Region Yuma Area Office (YAO) has management jurisdiction of facilities and structures that consist of roadways throughout Arizona. YAO has operations and maintenance responsibility of these facilities and structures beginning at Davis Dam and extending south for approximately 276 miles to the Southerly International Border with Mexico. These facilities have been in continuous service for more than 20 years and are showing signs of moderate to severe deterioration. Existing roadways and parking areas have features that include, but are not limited to, anchored wheel stops, asphalt storage areas, guardrails, drainage culverts, headwalls, concrete curbs, sidewalks, and concrete storage pads. Many of the facilities and structures are showing indications of wear and require repair or replacement. The work to be performed under this project consists of providing the labor, equipment, materials, and incidentals necessary to pave and resurface State Route 24 (SR 24). SR 24 is an existing highway originally constructed to serve as an access road along the All American canal from the Laguna Dam to the Imperial Dam. A bypass road with bridges was added in 1976 to shorten the original route and bypass Imperial Dam. The original asphalt road was constructed in 1970 by Imperial County of California and Yuma County of Arizona. The new alignment was completed in 1976 and moved the traffic flow away from the base of the Imperial Dam. During its period of service it has received numerous overlays and repairs. The primary limits of the project are from the California-Arizona State line to one-half mile north of the first monitored entrance at the Yuma Proving Grounds (YPG) in Yuma County, Arizona. The approximate length of the road to be repaired under this contract is 1.28+/- miles. This solicitation is 100% set aside for Small Businesses. The North American Industry Classification System (NAICS) Code assigned to this project is 237310 Highway, Street, and Bridge Construction with a corresponding small business size standard of $33.5M. Therefore, invitation for bids will be extended to firms eligible under the Small Business Program. There will be a formal public bid opening. This requirement will be solicited and awarded using the method outlined in FAR Part 14 Sealed Bidding. The resulting contract will be a firm fixed price construction contract. The project period of performance is anticipated to begin September 15, 2014 with an anticipated completion date of December 15, 2014. Bid Bond, Payment and Performance Bonds are required. The magnitude of this construction project is estimated to be between $500,000.00 to $1,000,000.00. The solicitation and any amendments to the solicitation will be available only through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about July 7, 2014. A site visit/pre-proposal conference will be held on or about July 16, 2014. Bids will be due on or about August 6, 2014. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted. All interested parties are responsible for checking the FBO website to ensure that they have the most current information. Offerors are required to have a current registration in the System for Award Management (SAM) to be elgible for contract award. Offerors may register in SAM at http://www.sam.gov. SAM is a new system combining federal procurement systems into one new system. This consolidation is being done in phases. The first phase of SAM includes the functionality from the following systems: Central Contractor Registration (CCR), Federal Agency Registration (Fedreg), Online Representations and Certifications Application (ORCA) and Excluded Parties List System (EPLS).
