- Modification 3: The pre-solicitation notice issued on May 8, 2014 is modified as follows: 1. Contractors' questions and Government responses are provided in the attached file for information purposes. 2. The first two paragraphs of Selection Criteria 2, Key Personnel ™s Professional Qualifications, and Specialized Experience and Technical Competence, are changed to read: "Professional Qualifications: Professional qualifications of key personnel of the proposed design teams of the A-E firm. Key personnel for each design team shall include Principal-in-Charge of the prime A-E firm, Project Manager, Project Architect, and Project Engineers. Project Architect and Project Engineers shall be from the following major design disciplines: Architectural, Structural, Civil, Mechanical, Electrical, and Fire Protection. Project Manager may be Project Architect, Project Civil Engineer, and/or Project Electrical Engineer, depending upon whether design teams are established for utilities and supporting infrastructure project, and/or other types of base development facilities projects. For Cost Estimator, indicate years of experience. Professional qualifications of other personnel not identified as key personnel are not required (Architect, Structural Engineer, Civil Engineer, topographic surveyor, geotechnical engineer, etc.), and if submitted, shall not be evaluated. Limit the submission of key personnel to staff three (3) design teams: Maximum of three (3) Principal-in-Charge of the prime A-E firm, maximum of three (3) Project Managers, maximum of three (3) each Project Architects and three (3) each Project Engineers of each of the major design disciplines described above (including Cost Estimator). Professional qualifications of key personnel shall include active U.S. professional registration or equivalent qualifications (i.e., APEC and other similar professional certifications will be considered in the evaluation), number of years of experience, role in this contract, firm name, and education. Note: During contract execution, U.S. registration will be required for all architects and engineers who approve designs in their registered discipline(s)." 3. There is no change to the response date/time of June 17, 2014, 2:00 p.m. Hawaii Standard Time.
