ANTICIPATED PROJECT TITLE: PUU PAA MUNITIONS RESPONSE AREA, POHAKULOA TRAINING AREA, BIG ISLAND, HI 2. AGENCY: USACE SACRAMENTO DISTRICT 3. NAICS CODE: 562910 - ENVIRONMENTAL REMEDIATION SERVICES 4. SOURCES SOUGHT ONLY: This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers, Sacramento District, plans to issue a Best Value Tradeoff solicitation and award a firm-fixed price environmental service contract for Puu Paa Munitions Response Area, Pohakuloa Training Area, Big Island, HI. 8. PROJECT INFORMATION: This requirement is for environmental remediation services at the Puu Paa Munitions Response Area, Pohakuloa Training Area, Big Island, HI This requirement involves Military Munitions Response Program (MMRP) Area (Munitions Response Area, MRA). The Department of Defense (DoD) established the MMRP under the Defense Environmental Restoration Program (DERP) to address unexploded ordnance (UXO), discarded military munitions (DMM), and munitions constituents (MC) located on current and former military installations. The Puu Paa MRS requires achieving a Feasibility Study (FS), with an option for a Proposed Plan and Decision Document (PP/DD) for approximately 13,594 acres, a No Further Action (NFA) determination decision document for approximately 128 acres, and Non Time Critical Response Action (NTCRA) to remove and dispose of MEC and munitions debris (MD) for 1300 acres with option for total of 3600 acres, (3- 1,200 acres each) MRS.   9. RESPONSES REQUESTED: The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry including large and small business communities. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought. Anticipated solicitation issuance date is on or about 27 June 2014, and the estimated offer due date will be on or about 27 July 2014. The official synopsis citing the solicitation number may be issued on Federal Business Opportunities www.fbo.gov. Firms are invited to register electronically to receive a copy of the solicitation, if it is issued. A firm-fixed price contract is anticipated to be awarded using tradeoff criteria. Firm's response to this Announcement shall be limited to 10 pages and shall include the following information: • Firm's name, address(es), point of contact, phone number, and e-mail address • Firm's interest in proposing on the solicitation when it is issued • Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute comparable work performed within the past 5 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide up to 3 examples • Firm's Business Size Category (Large Business, Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, Women Owned, or 8(a)) • Firm's Joint Venture information or Teaming Arrangements (if applicable) - existing and potential 10. DUE DATE: Responses must be submitted electornically and are limited to no more than 10 pages. Interested firms shall respond to this Sources Sought no later than 1:00pm 11 June 2014.
