Description
The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) to provide repairs of damaged boat ramp located at Matinicus Rock Island off the coast of Maine. Location is managed by Maine Coastal Islands NWR in the Northeast Region. This procurement action is being solicited as a 100% Small Business set-aside. The NAICS code is 237990 Other Heavy and Civil Engineering Construction, with a size standard of $33 million. This requirement is being procured in accordance with FAR Part 36 Construction and Architect -- Engineer Contracts in conjunction with FAR Part 15, Contracting by Negotiation using Trade-Off procedures insuring Past Performance of previous and relevant experience in Marine Construction of ramps and docks in remote, harsh and open water (26 miles offshore) conditions is one of the primary factors for award. This work involves providing repairs to the 180 foot boat ramp damaged due to Hurricane Sandy replacing steel rock anchors, missing decking, corrosion inhibiting zincs, fill and reinforce ramp supports, tighten all bolts, and install traction slats as detailed in the Statement of Work that will be provided when the formal solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. Solicitation package number F14PS00627 will include the Solicitation/Award Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about June 20, 2014. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database and the www.IPP.gov invoicing site.
