INL Deputy Criminal Justice Sector Program Officer Monrovia, Liberia Issuance Date: 06/06/2014 Closing Date: 07/04/2014 SOLICITATION NUMBER: PSC-14-036-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. PLACE OF PERFORMANCE: Monrovia, Liberia 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: BACKGROUND The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through providing effective foreign assistance and through fostering global cooperation. INL's Office of Africa and the Middle East (AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions. INL/AME and INL personnel in country administer all U.S. government assistance to the criminal justice sector within the Government of Liberia (GOL), including its police, justice institutions, and prisons service. The goal of this program is to support nascent Liberian institutions to provide security and justice as public services to the population of Liberia. The DCJSPO will reside in Monrovia and travel and work in the field as circumstances dictate and allow. Purpose: The purpose of this Personal Services Contract is to fill the new position of Deputy Criminal Justice Sector Program Officer, often referred to as the Deputy INL Director, whose DCJSPO would help oversee all management aspects of the program (to include training, funding, equipment accountability, program development, and implementer performance). The DCJSPO would also provide internal control and accountability for the delivery of equipment, technical assistance, training, and other assistance to the GOL and other entities within Liberia. The Deputy must be able to work rapidly, responding promptly to multiple demands and juggle constantly changing priorities in a difficult and demanding environment. The position requires the ability to determine swiftly what needs to be done, when it needs to be done, and how it can be delivered with enough supervision to ensure its effectiveness. Relationship: The Deputy will report to the Criminal Justice Sector Program Officer, often referred to as the INL Director. The Deputy will focus primarily on development and management of programs and related issues, with the Director providing general administrative and policy direction concerning overall program priorities and objectives. The Deputy will liaise with other agencies/ governments active in the fields of law enforcement rule of law, and administration of justice, as well as with host government contacts; specific activities frequently will originate from these liaison activities. The Deputy will exercise independent judgment in developing new and improved approaches to analyze and review INL programs throughout Liberia, noting new and unforeseen opportunities as circumstances evolve. The Deputy will present these approaches to the Director for approval. Duties and Responsibilities: Substantive • Advises the INL Director on law enforcement, counternarcotic, justice sector, rule of law, and corrections efforts. Identifies potential program efforts and areas of development for future programs that will fulfill INL's and Embassy Monrovia's goals and objectives. • Evaluates and advises the Mission on the performance of Liberian agencies and implementing partners operating in conjunction with INL assets and resources to evaluate and recommend the need for future programs. • Participates with Liberian officials in determining how to best develop institutions that contribute to a more just society, including the police, the justice sector, and civil society. Generates support for and actively advances U.S. policy objectives with key GOL officials, influential organizations, the media, and leaders in the private sector. • Liaises with and assists various Liberian civilian justice and law enforcement agencies in developing viable capacity-building projects in the fields of: police training and mentoring; training and mentoring key actors in the GOL justice system; promote efficiency of the GOL criminal justice system; support local dispute resolution in outlying counties; support the Liberian Drug Enforcement Agency and Transnational Crime Unit; support drug demand reduction programs; and coordinating with international and host-government agencies. Also acts as liaison between these Liberian entities and other components of the U.S. Mission. • Maintains the necessary professional and social relationships with Liberian justice sector officials (including police, prosecutors, justices, correction officials, academics, and other researchers) to ensure close, cooperative working relationships. • Assists in the preparation of such reporting as the annual budget request for International Narcotics, Crime and Law Enforcement (INCLE) funds and the Mission Resource Request. Coordinates annual reporting requirements for INL (e.g., the INCSR parts I and II, the End-Use Monitoring Report, etc.). Helps administer the funds provided to implementers for support of the Government of Liberia. Prepares program documentation and procurement requirements for assistance projects. Helps prepare regular reporting, as well as monthly status reports to INL/AME. • Analyzes and reports on law enforcement and justice sector developments in Liberia, ensuring that the USG is fully informed on the capabilities, capacity, performance, and opportunities with regard to all elements of Liberia's justice sector. • Provide input and information to INL Director whom briefs Department, Congressional, and other dignitaries orally and in writing on INL programs in Liberia. • Prepares documents, develops appropriate itinerary, and accommodates official travelers, as necessary. Managerial • Ensures that the INL Office is effective in channeling and coordinating INL assistance in Liberia. • Establishes and maintains appropriate internal management control systems. Ensures that INL programs are not subject to waste, fraud, or mismanagement. Helps manage and monitor the use of all U.S.-provided commodities intended for justice sector purposes. • Provides analysis and guidance in project budget preparation, and program planning. • Conducts senior-level field surveys, evaluations, and special studies, as directed. • Maintains security awareness and properly handles classified and controlled items and information. PSC Acquisition Requirements and Duties: • The PSC shall assist in the full range of activities required to identify, acquire and deploy services and commodities necessary for project implementation. These activities may include: • Development/identification of project services and commodity requirements including discussions with host nation counterpart personnel, • Conduct of market research to determine potential sources of supplies/services, • Contact with other USG agencies with similar requirements, • Acquisition planning, • Drafting statements of work/specifications and evaluation criteria for use in solicitations, • Development of independent government estimates of the cost/price of project commodities and services, • Perform the duties of Contracting Officer's Representative (COR) where necessary, • Participate as a member of Technical Evaluation Panels established to review and evaluate potential contractors' proposals in response to formal solicitations; and • Successfully complete the Department of State's on-line course "How to Be a Contracting Officer's Representative (PA-178) before arrival at post and provide a copy of the certificate of completion to the INL Director, the INL/AME Program Officer, and the Contracting Office (INL/RM/GAPP), whether or not the contractor is expected to be formally designated as a COR. Ethical Requirements In performance of this contract, the contractor shall be subject to the ethics rules applicable to Department of State employees under 5 CFR Part 2635 (Standards of ethical conduct for employees of the Executive Branch), 2 FAM 700 (Ethics), and 3 FAM 4120 (Employee Responsibilities Abroad) and 4170 (Official Clearance of Speaking, Writing and Teaching). Contractor shall also be subject to five CFR Part 2637 (regulations concerning post-employment conflicts of interest). The contractor must maintain an Ethics Clearance during the performance of this contract. Conditions for Contracting Prior to Receipt of Ethics Clearance The Contractor may commence work prior to the completion of the ethics clearance. The Contractor shall not perform Contracting Officer Representative functions until clearance is received. Further, if Contractor does not obtain ethics clearance within 30 days of commencing work, this contract may be terminated in accordance with paragraph (a) (2) of General Provision 16 of this contract. Minimum Requirements: • U.S. citizenship, and able to obtain/maintain Department of State Secret security, ethics, and medical clearances. • Graduate degree (or Bachelor's Degree and at least 10 years of relevant experience) from an accredited institution, preferably in the areas of law, business management, international development, international affairs, political science, public administration, or a related field. • Demonstrated experience drafting highly complex, analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials. • Demonstrated experience working within international development programs and experience drafting related reports/documents, annual budgets, and strategic plan submissions. • Demonstrated on-the-ground international experience managing development programs in a post-conflict setting, to include design, monitoring and evaluation of programs. • Demonstrated Superior interpersonal and managerial skills. • Excellent oral and written English communication skills. • Demonstrated experience in planning, strategizing, implementing and reporting on projects, including familiarity with basic requirements and mechanisms for contract management and procurement. • Working-level proficiency in Microsoft Office Suite. • Eligibility to serve as a COR Level II (i.e. one year of experience as a COR and minimum of 40 hours of previous COR-related training). • Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. • Demonstrated and proven ability to work independently. Preferred Knowledge and Skills: • Eligibility to serve as a COR III (i.e. two years of experience as a COR and minimum of 60 hours of previous COR-related training). • Previous experience living and working in a post-conflict environment. • Demonstrated knowledge and experience working overseas, particularly in West Africa. Evaluation Factors: Factor 1 Program Management (25%) Demonstrated experience in program management, especially in international programs that may include foreign government entities, non-governmental, and international organizations to include experience involving analytical, planning, management, advisory, operational, or evaluative duties. Demonstrated COR experience of at least one year and minimum of 40 hours of COR-related training. Factor 2 Past Performance (25%) Evaluation of applicant's ability to perform under the same or similar contracts. (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) Factor 3 Interpersonal Relations (20%) Demonstrated experience in conducting meetings and discussions that justify, defend, negotiate, overcome resistance or settle highly significant or controversial issues. Demonstrated experience coordinating and/or integrating the work of participating groups with conflicting or undefined priorities, requiring accomplishment of major compromises in the project goals, techniques and/or methodologies prior to substantial progress. Factor 4 Written Communication (20%) Demonstrated independent experience in preparing and writing reports, audits, memoranda, etc. in a subject area related to the duties of the position to include reports and decision papers requiring independent analysis and having a significant impact in the program area on an international level. Factor 5 International Experience (10%) Demonstrated experience managing programs in foreign, post-conflict environments to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
