- Attachment III – FNS 583 & USDA FNS SNAP E & T Program Handbook Attachment II – Past Performance Questionnaire Attachment I - Performance Work Statement (PWS) Solicitation #AG-3198-S-14-0032 The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) anticipates awarding a performance based firm fixed price contract to a contractor to analyze FY13 State E&T plans, FY13 program activity report data, and FY13 and expenditure data. The contractor shall conduct analysis on the following: how well planned participation levels and program costs align with results, how costs vary by program type, whether additional data collected by the program could inform program performance, and SNAP E&T promising practices. The contractor shall also develop a reporting tool that displays the analyzed data by State.
