Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The scope of this contract includes law enforcement patrol services; both vehicle and walking patrols when crimes are most likely to occur, emergency response services outside of normal patrol times when necessary, maintaining communication with designated USACE personnel concerning law enforcement activities and all serious incidents on the project site or serious incidents involving visitors to the project site, via phone and written reports. The contractor shall patrol all roads and parking areas within each patrol area, during each visit to that area. The areas listed in below under Project Roads, the Main Dam Area, spillways, the Overlook and Day Use Areas (trails) and Downstream Areas are to be emphasized, in that the contractor shall concentrate the majority of patrol efforts during after hour duties in those areas. (All patrol areas can be viewed on maps). The contractor shall patrol in all areas for four (4) hours minimum per work day; all patrols shall be performed between 1200 to 2400. Shifts may be split into two separate 2-hour shifts. A mandatory patrol will be performed between 1800 and 2400 during each of the regularly scheduled patrol days. Patrols will be performed every Friday, Saturday, and Sunday starting May 23 thru September 30, and on the holidays designated. Patrol times shall be varied to help avoid any prediction of potential presence or absence of authority lawbreakers. The Contractor agrees to keep the Operations Manager apprised of his anticipated patrol times for each area. While on duty the contractor must concentrate patrol efforts to only USACE fee owned property and managed areas. Period of Performance: The period of performance shall be for one (1) Base Year of approximately five months and three five-month option years. The Period of Performance reads as follows: Base Year: Date of Award through 30 Sept 2014 (estimate 53 4-hour shifts) Option Year 1: 22 May through 30 Sept 2015 (58 4-hour shifts) Option Year 2: 20 May through 30 Sept 2016 (58 4-hour shifts) Option Year 3: 19 May through 30 Sept 2017 (59 4-hour shifts) Place of Performance: The work to be performed under this contract will be performed at the Santa Rosa Lake Project, located in Guadalupe County on the Pecos River approximately 8 miles north of Santa Rosa, NM.
