Description: Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State when performing market research to determine industry interest and capabilities. The Department of State is interested in the capabilities of both small and other than small businesses to perform the services. This is a Request for Information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. Background: Federal agencies must effectively manage portfolios of capital assets, including information technology (IT), to ensure that scarce public resources are wisely invested. Capital Planning and Investment Control (CPIC) integrates the strategic planning, acquisition and management of IT capital assets in support of the agency's mission and business needs; is part of the State Department's budget decision-making process; and will assist agencies in improving asset management and in complying with results-oriented requirements. CPIC processes are derived from and mandated by the Government Performance and Results Act (Pub. L. No. 103-62), the Clinger-Cohen Act (Divisions D and E of Pub. L. No. 104-106); Information Technology Management Reform Act of 1996, as amended, the Federal Acquisition Reform Act and, the Federal Acquisition Streamlining Act of 1994 (Pub. L. No. 103-355), 40 USC 11302 and other statutes and regulations to comprise a single integrated capital programming process to ensure that capital assets successfully contribute to the achievement of agency strategic goals and objectives. The US Department of State (DoS) has implemented an information technology (IT) Capital Planning and Investment Control program, to manage its IT investments and assets. The program is led by two senior management governance boards, the eGov Program Board (eGov PB) and the eGov Advisory Board (eGov AB). Both boards are served by Portfolio Management Division, also referred to as the eGov Portfolio Management Office (eGov PMO). The eGov PB is established under the Under Secretary for Management (US-M) and is State's strategic decision making body for all substantive CPIC matters. The Board is chaired by the US-M, with three Deputy Chairs: the Chief Information Officer, Director of the Bureau of Budget and Planning and Chief Acquisition Officer. The Program Board is comprised of senior State Department management.. The eGov AB is established to provide its assessments and recommendations to the eGov PB on all State IT issues and to create and manage ad hoc working groups to address/study specific issues/concerns to bring to the attention of the E-GovPB for resolution, if required. It is chaired by the Deputy Chief Information Officer and is co-chaired by the Deputy Directors for the Bureau of Budget and Planning and the Bureau of Administration's Office of Procurement Executive. Performance Objectives and Requirements: The Department is seeking sources capable of providing, under the General Services Administration (GSA) Mission Oriented Business Integrated Service (Schedule 874) Federal Supply Schedules (FSS): a) a full range of IT CPIC services that support the State Department's mature IT program management; Select, Control and Evaluate processes; and the support, analysis and reporting to the EGov governance boards, the Chief Information Officer, State Department's senior management, the Office of Management and Budget, and other Federal entities; b) the appropriate technical support required to support the software changes and maintenance of Portfolio Management's Oracle Primavera Portfolio Management (OPPM) software and Oracle databases and server infrastructure; c) two-day annual and monthly (when needed) IT program/project management training to DoS State Department's IT program/project managers; d) assistance to the Portfolio Management Division in its analysis of State's major IT investments performance data (earned value management) and mandatory monthly reporting requirements to the Office of Management and Budget's IT Dashboard; e) assistance to the Portfolio Management Division in its support, analysis and mandatory reporting requirements to the Office of Management and Budget concerning DoS' Portfolio Management progress; and f) assistance to the Portfolio Management Division in its research, analysis and reporting to taskers received from the CIO, DoS' Governance Boards, GAO, OMB and Congress. The Request for Information (Capability Statement) response should be concise and focused and not exceed 5 pages including cover pages, table of contents etc. 2. Sale brochures, videos, and other marketing information materials are not solicited and will not be reviewed. 3. Do not submit cost or price information with the response. 4. MARKET RESEARCH - CAPABILITY STATEMENT REQUIREMENTS A viable interested party shall demonstrate, in any capability statement submitted, the company's capabilities to meet the performance objectives and the customer's requirements. Provide a summary of your company's relevant experience in providing a full range of IT CPIC services that support IT program management, select, control and evaluate processes and analysis and reporting to applicable stakeholders (such as EGov governance boards, Chief Information Officers, senior management, the Office of Management and Budget and other Federal entities, etc.); 2. Provide a summary of your company's relevant experience in providing the appropriate technical support required to support the software changes and maintenance of Portfolio Management's Oracle Primavera Portfolio Management (OPPM) software and Oracle databases and server infrastructure; 3. Provide a summary of your company's relevant experience in providing IT program/project management training to IT program/project managers; 4. Provide a summary of your company's relevant experience in providing assistance in analysis of major IT investments performance data and applicable research, analysis and reporting requirements; and 5. Provide a summary of your company's ability to hire and maintain qualified staff, handle personnel issues, assemble high quality staff to fill immediate requirements and provide staff with all the necessary support and oversight.
