- TITLE: FA2517-14-R-9003, Sole Source Acquisition for SimulationDeck License, Maintenance Agreement and Exercise Support. The 21st Contracting Squadron, Peterson AFB CO intends to award a sole source contract to Nusura/SimulationDeck, LLC. The scope will be to purchase software licensing, maintenance, hardware configuration, and Information Technology (IT) support during exercise execution, exercise planning and execution support. Nusura/SimulatioDeck, LLC will also include database tailoring, training audience instruction and support, role playing and simulation of non-participant organizations and capture of lessons learned. The current SimulationDeck software employed by US Army North (ARNORTH), National Guard Bureau (NGB) and United States Northern Command (USNORTHCOM) J7 Joint Training and Exercise Directorate (N-NC/J7) is a proprietary product of Nusura/SimulationDeck, LLC, who is the owner, creator and only authorized source for the SimulationDeck software and related services. Since Nusura/SimulationDeck, LLC is the exclusive licensor to provide the required SimulationDeck support, it is in the Government's best interest to procure this requirement as a sole source from Nusura/SimulationDeck, LLC. This purchase will be made under FAR Part 13.501(a), Sole source (including brand name) acquisitions. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 23 Jun 14 at 3:00 P.M. Mountain Standard Time. The anticipated award date is 1 Aug 14. APPLICABILITY OF AUTHORITY: Nusura/SimulationDeck LLC is the exclusive licensor of SimulationDeck to include its media, social media and social mapping capabilities. Extensive market research shows SimulationDeck is currently the only existing commercial off the shelf solution that integrates all major mainstream and social media functionalities into a single platform that replicates the dynamic information domain in a password-protected simulation for large-scale exercise support. SimulationDeck is the only complete exercise platform available for simulating crises that includes a Homeland Security Exercise and Evaluation Program (HSEEP) - compliant inject generator as well as traditional media, social media, blogs and photo/video sharing sites. SimulationDeck also meets U.S. Military requirements for IT security. SimulationDeck is the only information domain simulation that has been integrated with Emergency and Disaster Management Simulation Software (EDMSIM is the simulations support system currently used in conjunction with SimulationDeck), which is used exclusively by US Northern Command (USNORTHCOM), US Army North (ARNORTH) and the National Guard Bureau (NGB) for specialized homeland training requirements. These training requirements include conducting small-to-large scale, organizational entity-based, national disaster scenario-driven, training audience customizable, in exercise adjustable, realistic operational disaster management software systems. The unique characteristics of SimulationDeck; its exclusive use by USNORTHCOM and the Federal Emergency Management Agency (FEMA) for joint training; and its integration with EDMSIM cannot be replicated by another source without a similar investment of time and effort over several years (minimum $1M based on past experience with SimulationDeck procurement and EDMSIM integration costs). Nusura/SimulationDeck, LLC and their experienced staff are capable of providing the Government with exercise planning support, scenario development and refinement, database tailoring, site survey and preparation. They also provide the SimulationDeck module that integrates into EDMSIM including hardware and setup, IT support for the module, user training, SimulationDeck for EDMSIM role player and controller cell support, in-exercise database and scenario management, network and systems architecture for the SimulationDeck module as well as post-exercise support. This acquisition is necessary to continue to meet existing USNORTHCOM and NGB training requirements. No other firm is an authorized distributor of SimulationDeck or experienced with the tool/software necessary to provide this support. Accordingly, Nusura/SimulationDeck, LLC, the sole source for SimulationDeck, is the only firm capable of performing the required work to meet DOD training requirements. The duplication of cost is not expected to be recovered through full and open competition.
