- NASA/GSFC has a requirement for sixty RD94 GPS Dropsondes. The Vaisala RD94 Dropsonde is a general purpose device for preforming measurements of the atmosphere as the sonde falls from high altitude aircraft. The RD94 measures the atmosperic profiles of pressure, temperature, relative humidity and wind from the point of launch to the surface. The overall dropsonde system plus the equipment for recording dropsonde telemetry is required to operate on the NASA DC8 research aircraft during the GPM-sponsored field campaign. The operational dropsonde system shall: Permit global operation, at altitudes up to 24 km Permit for deployment at indicated airspeeds up to250 kts Permit for simultaneous operation of up to four sondes (4-channel data system) Permit sonde descent time approximately 12 minutes when released from 12 km Permit 0.5-second sample rate for wind and thermodynamic data Have a sonde weight <400 grams Have a sonde size 2.75 inches (7.0 cm) diameter by 16 inches (40.6cm)long Have a shelf life of up to 3 years Permit operation out to telemetry range of 325 km, and RF transmission bandwidth of <20kHz. NASA/GSFC intends to purchase the items from Vaisala, Inc pursuant to FAR 13.106 for the acquisition of supplies or services determine to be reasonably from one source. To our knowledge, Vaisala, Inc is the sole manufacturer of the RD94 GPS Dropsondes. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on June 19, 2014. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an statement which shall be considered by the agency.
