- NASA/GSFC has a requirement for flight services to fly GSFC scientist and a multisensor airborne instrument along sampling transects(~18,000 km) and forest inventory plots in the USFS Tanana Inventory Unit, in interior Alaska. The goal of this joint research project is to develop and refine forest carbon inventory techniques for large, remote area regions with sparse ground plots. In order to successfully complete the project, the airborne laser system, G-LiHT (Goddard's Lidar Hyperspectral Thermal) airborne imaging system will have to be installed, ferried to Alaska and deployed for 1 month of space flights. Requirements are as follows: Aircraft with a viewing port size of at least 8 x 12 with the long axis parallel to the forward motion of the aircraft G-LiHT installation approved by FAA Flight planning software that accepts Arc shapefiles. Flight execution software that utilizes shapefiles to acquire the airbone lidar measurements on the ground plot and GLAS orbits. Instrument/commercial rating Pilot must have significant experience with precision flying Power requirements: Airborne lidar system must have 15 amps of 12 VDC power at start-up Capable and willing to fly a single-engine aircraft at low altitude in remote areas This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than June 13, 2014. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable.
