- Please read the ENTIRE synopsis before submitting any response. The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado, awarded a Brand Name Only Blanket Purchase Agreement (BPA) Call for Oracle software using GSA e-Buy through a mandatory BPA schedule. This notice document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-74 effective 30 May 2014. The North American Industry Classification System Code [NAICS] is 511210 and the business size standard is $35.5M. USAFA's requiring activity concludes that there is no other software available that can meet this specific requirements. Per the Cadet Administrative Management Information System (CAMIS) Platform Determination Acquisition Decision Memorandum, dated 14 Nov 2012, the USAFA/CC, as the CAMIS Milestone Decision Authority (MDA), approved the modernization of CAMIS using Oracle 11G Business Process Management Suite (BPMS) with Oracle Business Intelligence. This selection was based upon the CAMIS Program Management Office's (PMO) Analysis of Alternatives (AoA) and SAF/FM Certified Economic Analysis based on the AoA. In conducting the AoA, the following criteria were used: • Licensing Cost: Cost to the program for purchase of licenses required to modernization and O&M the alternative. • Affordability: A determination of the alternative's affordability based on estimated Life Cycle Cost (LCC) information from modernization through O&M of the resulting alternative's capability. • Product Maturity: Maturity of the products, based on assessed Technical Readiness Level (TRL), which comprises the alternative. • Availability of Industry Skill Sets: The availability of technical skill sets (e.g., Oracle coding, MS SQL coding, IBM coding) required to develop and O&M the alternative. • Product Extensibility: The ability to organically extend the functionality of the alternative by modification of its associated product suite without required product vendor support. • Product Support: The existing and forecasted support resources (including software patching) within industry for the alternative's product suite. • Security: Security of the underlying system architecture of the alternative. • Risk: Overall risk that the alternative may not meet some or all of the criteria from modernization through O&M of the resulting alternative's capability. • Mission Requirement Satisfaction: The extent the alternative and its associated product suite meets the required system requirements, derived from mission requirements, at IOC and FOC. • US-Based System: Due to the sensitive nature of CAMIS data (e.g., HIPPA, PII), the alternative's product suite must be developed within the United States of America; therefore, a determination that the alternative's associated product suite meets the "US only" requirement. • Performance: The ability of the alternative to perform at the required level(s) e.g., concurrent users. Based upon these criteria and the validated EA, Oracle BPMS was selected as the to-be platform. Additionally, as an official Program of Record, these results were certified by the OSD Defense Business Systems Modernization Committee (DBSMC) IAW National Defense Authorization Act (NDAA) requirements, authorizing CAMIS to be modernized. As a certified program of record, CAMIS must execute based upon the selected AoA/EA path IAW NDAA requirements. Failure to comply with the selected path may result in OSD decertification of the program. The parallel Modernization and O&S contracting effort has identified the to-be platform, Oracle 11G BPMS with Oracle Business Intelligence in the PWS based on the Platform Determination ADM. Accordingly, Oracle Inc. is the only firm capable of providing the supplies and services described above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements. Delivery was made to the HQ USAFA/A6C at the U.S. Air Force Academy in Colorado Springs, CO 80840. FOB: Destination. Evidence must support the offeror's claim they can either provide an equal product or they are an authorized distributor/wholesaler for Oracle. It is the offeror's responsibility to prove their product is an equal by demonstrating their product, at a minimum, has the same features and functionality of the brand name product. Providing brochures, specifications and/or quotes alone is not enough for the Government to make a decision. The offeror should provide an understandable comparison between the two products. The Government is not responsible for developing the comparison from insufficient information provided. All qualified sources may submit a response, which if timely received, will be considered by this agency for future acquisitions. Information received will be considered solely for the purpose of determining that equal products exist. The requirement was competed using RFQ878429 on GSA e-Buy. Responses must be received NLT 11:00 AM MST on 5 July 2014. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated.
