Description
NASA/JSC has a requirement to extend its JSC Administrative Support Services (JASS) Contract NNJ09JB70Z for a period of six months. The JASS Contract is currently scheduled for completion on October 21, 2014. NASA intends to extend the period of performance for six months, through April 21, 2015. The JASS Contract provides administrative support to the astronaut crew staff, branch, division, and directorate level staff and those functions consists of administrative services including general office services, data management, time and labor collection, and the coordination for property, moves, training, information services, special events, and other miscellaneous activities. NASA/JSC intends to purchase these services from REDE/Critique NSS, Joint Venture, the current contractor. The procurement will be supported by a Justification for Other Than Full and Open Competition pursuant to 10 U.S.C. 2304 (c)(1) and FAR 6.302-1(a)(2)(iii). Due to unforeseen delays in the follow-on JASS II procurement acquisition schedule, the award of JASS II is not anticipated until April 2015. This extension will allow for the continuation of administrative support services for JSC, Ellington Field, and the White Sands Test Facility (WSTF) in Las Cruces, and New Mexico. And in addition, it will provide the time required to complete the acquisition activities for JASS II, with eventual award in April 2015. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities, qualifications and approach in writing to the identified point of contact no later than 4:30 p.m. local time on June 19, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
