- The Department of State, Ralph J. Bunche Library intends to issue a Sole Source order with Wood Mackenzie for China Gas & Power Service (CGAPS). Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The services being sought are online access to detailed, monthly data which covers China's consumption and supply trends on natural gas. Wood Mackenzie China Gas & Power Service (CGAPS) provides high-quality models, data, and other analytical material, covering the Chinese natural gas sector. They also offer proprietary models, indices, and benchmarking tools, unavailable through other providers. This product will help Bureau of Energy Resources assess the viability of an initiative on industrial sector energy use and emissions that would focus on industrial boilers, furnaces, kilns, etc. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
