- The Defense Logistics Agency, DLA Maritime Norfolk, Norfolk Naval Shipyard Contracting Division is conducting market research for potential sources for fabricating and delivering two Fiber Reinforced Polymer Arch-Type Rubber Marine Fenders, also known as composite submarine camels. A brief description is as follows: Two (2) fender, pier-side composite camels which will protect submarines from piers and wharves. The camels shall be fabricated in accordance with Naval Facilities Engineering Command (NAVFAC) drawings (to be provided if a solicitation is issued) and, upon completion, shall be approximately 36 feet wide X 18 feet high X 17.625 feet deep. This Notice constitutes a Request for Information only. This is not a Request for Proposal and in no way binds the Government to any contractual obligations as a result of any responses to this request, nor does it restrict the Government's acquisition approach. The following American Society for Testing and Materials (ASTM) publications will apply to the fiber reinforced polymer rubber: ASTM D 1171 (1999; R 2007) Rubber Deterioration - Surface Ozone Cracking Outdoors or Chamber (Triangular Specimens) ASTM D 2000 (2008) Standard Classification System for Rubber Products in Automotive Applications A STM D 2240 (2005; R 2010) Standard Test Method for Rubber Property - Durometer Hardness ASTM D 395 (2003; R 2008) Standard Test Methods for Rubber Property - Compression Set ASTM D 412 (2006aele2) Standard Test Methods for Vulcanized Rubber and Thermoplastic Elastomers - Tension ASTM D 624 (2000; R 2007) Tear Strength of Conventional Vulcanized Rubber and Thermoplastic Elastomers Vendors are urged to study the above requirements carefully before responding to this Notice. Copies of the above publications will not be provided by DLA Maritime Norfolk, but are available on the internet. A copy of the NAVFAC drawings will be provided to interested vendors located in the United States with a current registration in the Government's System for Award Management when a solicitation is issued. Interested vendors with the proper qualifications may respond to Bonnie Parker at bonnie.parker@dla.mil. Please make sure that the subject line on any email states "Sources Sought - Submarine Camels" or "Source Sought - FRP Rubber Marine Fenders." Emails without subject indicators will not be read because of security issues. At a minimum, vendors shall provide the following information: Company name and address, CAGE code, and point of contact including telephone number and email address.
