Description

SYNOPSIS: THIS IS A PRESOLICITATION ANNOUNCEMENT TO RAISE AWARENESS FOR POTENTIAL OFFERORS. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Please reference Request for Proposal (RFP) number VA-791-14-R-0072. The Department of Veterans Affairs Denver Acquisition & Logistics Center (VA DALC), in support of the Veteran Health Administration, Chief Business Office, and Veterans Integrated Service Network (VISN) 18, VA Southwest Health Care Network, is contemplating the issuance of a solicitation for Non-VA provided Primary Care services. OVERVIEW AND PURPOSE: VA intends to contract with qualified providers to provide primary care services in VISN 18. Non-VA Primary Care is intended to provide Veterans coordinated, timely access to high quality care from a comprehensive network of VA and non-VA providers. Through contractual agreement(s), VA will enhance opportunities for collaboration with non-VA providers. The contracts will ensure Veterans receive coordinated, evidence-based care through non-VA providers when VA facilities are not able to provide needed primary care. The contract will be available for all of VISN 18 within the Veterans Health Administration and will be centrally supported by the VHA Chief Business Office. GEOGRAPHIC COVERAGE: VISN 18, VA Southwest Health Care Network, consists of the following VA Health Care Systems. See below for VISN map. "Amarillo VA Health Care System "El Paso VA Health Care System "West Texas VA Health Care System "New Mexico VA Health Care System "Northern Arizona VA Health Care System "Phoenix VA Health Care System "Southern Arizona VA Health Care System CONTRACTING OFFICE ADDRESS: Denver Acquisition and Logistic Center, 555 Corporate Circle, Golden, CO 80401. SOLICITATION DETAILS: This procurement is being conducted under the authority of Title 38 U.S.C. Section 8153, Sharing of Health Care Resources. The North American Classification Codes is 621111 and the Small Business Size Standard is $10 Million. This is a full and open procurement for any and all qualified, experienced, and knowledgeable business entity(s) who can meet the requirements. The Government intends to award a single fixed price indefinite delivery indefinite quantity type contract, within the limitations set forth in the RFP. The government does reserve the right to award multiple contracts as a result of any RFP. The contract period will be from the date of contract award for a 12 month period of performance with options to be exercised at the discretion of the Government. Solicitation documents are anticipated to be available electronically the week of June 9, 2014 at the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. The anticipated closing date will be two weeks from the issue date of the solicitation. The Contracting Officer for this acquisition is Gabrielle Harris, the Contract Specialist is Sheila Kiker. Offerors interested in responding to this solicitation should provide their email addresses and contact information to gabrielle.harris2@va.gov and Sheila.kiker@va.gov. The only terms and conditions that will apply to the solicitation and any resultant contract shall come from the Contracting Officer through the release of the final RFP and any amendments, information received from other than the Contracting Officer to include other VA sources, are not binding on the VA. NOTE: Effective October 1, 2003, all contractors must be registered through the Central Contractor Registration (CCR) website as an active contractor in order to be eligible to enter into a contract. The CCR website is now part of the System for Award Management (SAM), which is found at https://www.sam.gov/portal/public/SAM. Please be sure your company is registered at this website. Prospective offerors should complete electronic annual representations and certifications, which is also part of the SAM. Due to the limited time offerors have to respond you are encouraged, but not required, to register in advance.
