- This is a sources sought notice only; it is not a request for quotations or offers. 1.INTRODUCTION: The contractor shall provide a qualified physician to provide neurology care services at the James H. Quillen VA Medical Center, Mountain Home TN under the terms and conditions of this contract. Contract physicians shall be of quality, meeting or exceeding currently recognized national standards as established by accrediting/regulatory bodies. In addition, the physicians shall comply with all Veterans Health Administration (VHA) regulations and directives. The provider will complete all VAMC credentialing requirements prior to performing contract services. If the VA has entered into contracts for certain provider agreements in the service area(s), those contracts will take precedence over this contract. The contract neurologists shall complete all VAMC credentialing requirements prior to performing contract services. The VA's goal is to make an award on or around October 2014. This contract/requirement will be a Base year plus 4 option years. 2. REQUIREMENTS /STATEMENT OF WORK a.This solicitation covers neurology services in both the inpatient and outpatient areas. The neurologist(s) will perform these services a minimum of 30 hours per week, Monday through Friday as well as emergency consultations 24/7. b.The contract neurologist(s) will provide sufficient outpatient appointments so that the next available appointment is within 30 days of requested date. Neurologists will be expected to order the testing recommended by their consultation, review results, and communicate those results and follow-up recommendations to patients within 14 days after receipt of results per VA requirements. Multiple methods of communicating results are acceptable including phone calls by support staff as well as automatically generated patient letters. c.The contract neurologist(s) will perform neurology consultations and follow-ups for inpatient, outpatients, and community living center (CLC) or Domiciliary patients in a timeframe as required by the patient's medical condition. d.The contract neurologist will provide inpatient neurology consultation and follow-up consultations during administrative hours on weekdays and emergency consultation nights, weekends, and holidays. Emergency consultations must be evaluated within two (2) hours of notification of an emergency 24/7. e.To provide consistency for follow-up evaluations, inpatient neurologist assignments are expected to change no more often than weekly. The neurologist assigned inpatient consultations must provide phone accessibility for providers who need to discuss potential and current consultations. f.The neurologist will be tasked to complete Compensation and Pension exams (C&P), peer reviews and Medical Advisory Opinions occasionally. These assignments will be made with a reasonable time limit for completion provided. g.The patient's medical record will be annotated immediately after face-to face consultation. In order to meet national guidelines, consults must be signed by the attending physician within 24 hours of seeing the patient. Not doing so results in the record being out of compliance with VHA policy regarding consultations. h.All medical records noted to be incomplete are to be completed within 7 calendar days after notification. This includes encounter form completion for outpatient clinic visits. It should be noted that all encounter forms not completed prior to the 10th calendar day after the encounter will cause the facility to lose workload. i.All outpatient encounter forms must be correctly completed on the day of the patient's visit to the clinic. j.The contract neurologist shall complete all VAMC credentialing requirements prior to performing contract services. k.The neurologist will be expected to maintain the Basic Life Support Certification (BLS). Physicians without a valid certification will not be allowed to perform services at the James H Quillen VA Medical Center. l.The provider(s), who provides the neurology services outlined in this contract, must be appropriately credentialed and privileged in this specialty area, as set forth by the VHA and VA Medical Center policy, including board certification by an American Board and clearance by the National Practitioners Data Bank. The medical center retains the right to review the acceptability of the contractor's employees. A copy of their credentials must be made available to the medical center. Any change in physician provider or change in services provided will be reported immediately to the Contracting Officer, who will obtain the necessary approvals, prior to authorizing. m.All personnel of the contractor shall be familiar and supportive of the Department of Veterans Affairs regulations, policies and procedures relating to accreditation, public relations, quality assurance and improvement, personnel management and medico-legal issues. n.Contractor must ensure that the provider(s) is (are) fully trained and completely competent to perform the required services. o.The contract neurologists shall complete all annual training required by VHA policy. (i.e. privacy/HIPPA training, cyber-security training, etc.) This training will be available via the internet. 3. CONSULTATION AND TREATMENT: a.The Contractor must be able to provide services to VA patients in a timeframe that is appropriate for the condition of the patient. b.The Contractor will adhere to documentation levels that are standard in the medical community (CMS, formerly HCFA, CPT, ERG, etc.). c.Satisfactory customer service is an expectation from the contractor. The providers shall conduct themselves in a professional manner that will ensure an informed patient/physician relationship with mutual respect and courtesy. d.The Contractor will designate one person who can be contacted for any problems or issues that arise in the performance of this contract. The VA will also designate a contact person at the facility. Interested parties should respond to the Contracting Officer, Curtis Cardoza by e-mail at curtis.cardoza@va.gov. Interested parties should respond no later than 20 June 2014 at 12:00 Noon Central Time. This sources sought notice is to assist the Mountain Home VA Medical Center in identifying an appropriate acquisition strategy only. Written communication received will be considered solely for the purpose of determining current market capabilities for the services identified within this notice. A solicitation is not currently available. If a solicitation is issued, it will be announced and posted on this website on or around July 2014, and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any supply or service. The government will not pay for any information or administrative cost incurred in response to this Sources Sought Notice. Do not contact medical center staff in regards to this requirement, as they are not authorized to discuss matters related to this procurement action. All questions should be submitted in writing for this procurement to the Contracting Officer. Interested parties are also encouraged to provide a Capability Statement showing that your company is qualified to perform the service.
