Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHLM2014160 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-72. The North American Industry Classification (NAICS) Code is 334516 with a size standard of 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK), and Division of Intramural Research has a requirement to procure two (2) incubator/shakers units. The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), Division of Intramural Research supports and conducts research to increase the understanding of the molecular structures of large classes of proteins and bacteria. Incubators and Shaker cabinets are used to isolate the exact conditions via temperature and agitation for high-yield expression of isotopically labeled proteins by E. coli bacteria. The isotopically labeled proteins are used in studies of the molecular structures by solid state nuclear magnetic resonance methods. Production of adequate quantities of these proteins requires that the incubator/shakers accommodate 4 of 4 liter culture flasks. Depending on the specific properties of the specific proteins, protein production will be performed either at temperatures above room temperature (typically 37 C) or below room temperature (typically 15-20 C). Therefore, one of the incubator/shakers must be capable of operation at low temperatures, and one at high temperatures. Purchase of these incubator/shakers will enable us to pursue molecular structural studies of a large class of proteins, including HIV-1 capsid and matrix proteins, low complexity domains of transcription factors such as FUS, and beta-amyloid peptides. The Division of Intramural Research needs to purchase two (2) incubator/shakers units which will be used to provide temperature control and agitation required for high-yield expression of isotopically labeled proteins by E. coli bacteria. Total space available where the will be located is limited (50" wide x 80" tall x 48" deep). As a result, an acceptable unit must meet certain criteria: 1. The unit must accommodate the following flask sizes: a. 4L Erlenmeyer, 8.1" diameter x 14.2" height b. 250mL Erlenmeyer, 3.2" diameter x 5.2" height. 2. The platform for each individual shaker/incubator must accommodate 4 x 4 L flasks and 4 x 250 mL flasks. 3. The units must be stack-able 4. One unit must be capable of cooling to +16 C and the other unit capable of heating to +37 C. 5. The maximum dimensions of the equipment must not exceed 50" wide x 80" tall x 48" deep. a. The depth includes any void space required between the back of the unit and the wall b. The height includes any extra space required for opening the door to the shaker/incubator. 6. The units must be 120 VAC/60 Hz and be able to run concurrently on a single 20 a circuit. 7. The units will be installed and all work will be performed at the Bethesda Main Campus, Building 5, 5 Memorial Drive, Room 116, and Bethesda, MD 20892. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract: 1. Name of Contracting Organization 2. Contract Number (for subcontracts provide the prime contract number and the subcontract number) 3. Contract Type 4. Total Contract Value 5. Description of Requirement 6. Contracting Officer's Name and Telephone Number 7. Program Manager's Name and Telephone Number 3) FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; 5) FAR Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions. The Dun and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size shall be included. PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the System For Award Management (SAM) http://www.sam.gov Interested vendors capable of providing the Government with the items specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis June 19, 2014 at 11:00 a.m. EST. Offerors shall provide an original and two copies of your quotation. The quotation must reference Solicitation number NIHLM2014160. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Institutes of Health, National Library of Medicine, 6707 Democracy Blvd., Suite 700W, Bethesda, Maryland 20892, Attention: Linda Smith. Faxed copies will not be accepted.
