Description
Description: The Army through Army Contracting Command- New Jersey (ACC-NJ) is seeking offerors who possess the ability to manufacture tungsten carbide components through injection molding or other techniques which lend themselves to an economical process in a mass production environment. Offerors should also possess the ability to manufacture Tungsten carbides with different binder materials and without a binder. The process shall be suitable for round, axisymmetric parts with complex geometries. Specifications: The following requirements must be achieved by the tungsten carbide manufacturing process: Respondents need to have the ability to manufacture tungsten carbide parts with diameters ranging from 0.157 inches to 0.500 inches. Offerors shall have the ability to manufacture the part titled quote mark TAPER,.261 OD quote mark. Requirements: o System Speed: * Capability for 60 finished parts per minute (ppm) minimum, or 28,800 finished parts per eight hour shift o Material: * At a minimum, the Offeror shall possess the ability to produce material with a composition of tungsten carbide 88%, Cobalt 12%. It is preferred that the Offeror also possesses the ability to manufacture carbides with lower quantities of Cobalt binder and binders not containing Cobalt. o Density * 14.39 grams per cubic centimeter minimum, for 12% Cobalt material * 99% of theoretical max density for all other Cobalt contents and for any other binder materials o Average Grain Size: * 2 micrometers maximum o Hardness: * HV30 1260 minimum o Transverse Rupture Strength: * 3000 Newtons per square millimeter minimum o Post Processing: * Centerless grinding post processing is acceptable, if necessary, to achieve the final outside diameter. * Post processing to remove process related artifacts (i.e. parting lines) is permissible, so long as it can be accomplished in an economical process suited for mass production. Planned Acquisition: Based on the responses to this market survey, the Government may request samples to evaluate and test in preparation for potential future requirements. Submission Information: Interested companies capable of meeting the requirements described above are invited to indicate their interest by providing the Government a brief summary of its company's capabilities, including a description of its tungsten carbide manufacturing capabilities and its ability to meet the above-mentioned requirements. In addition, specific information is requested in the Offeror's response regarding the following topics: Description of the manufacturing process Offeror's production capability and capacity Ability and strategy to manufacture the part titled quote mark TAPER,.261 OD quote mark Suitability and scalability for mass production o On the order of one to two million parts per year o Provide Rough Order of Magnitude (ROM),unit cost estimates for the following: * 1-1000 * 1001-10,000 * 10,001-100,000 * 100,001-1,000,000 Different compositions of cobalt cemented tungsten carbide with which the Offeror has experience The Offeror's experience manufacturing cobalt-free tungsten carbides Tungsten carbide densities achieved with the proposed process Tungsten carbide hardnesses achieved with the proposed process Tungsten carbide average grain size achieved with the proposed process Tungsten carbide transverse rupture strengths achieved with the proposed process Post processing operations required to meet the final geometry of quote mark TAPER,.261 OD quote mark Evidence of a validated process, including parts that have been made using the process To obtain the quote mark Taper.261OD quote mark drawing, interested sources shall submit an AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached), a DD Form 2345 Militarily Critical Technical Data Agreement, and a fully executed Non Disclosure and Non Use Agreement (attached) to the Contracting Specialist. To respond to this market survey, responsible and interested sources are asked to submit their qualifications and capabilities, as outlined above in the Submission Information section, within (30) days of this notice, with quote mark Tungsten Carbide Manufacturing quote mark in the subject line of your email.
