- AFRL & Edwards AFB Maps Combined Synopsis Signed Combined Synopsis Price List with Qtys Sow AFRL Gases COMBINED SYNOPSIS : This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73 Correction (29 April 2014) and DFARs Change Notice (DPN) 2014-0506. This acquisition is a 100% small business set-aside. NAICS is 325120 - Industries Gas Manufacturing. Manufacturing is applicable and small business size standard is 1000 employees. This solicitation is for commercial purchase industrial compressed gases. It is expected to be awarded as a 5-Year Blanket Purchase Agreement (BPA). The acquisition is for commercial supplies and services in the area of industrial compressed gases, gas handling, delivery, hardware, accessories and related supplies and services for the operations at the Air Force Research Laboratory (AFRL), Edwards AFB. This effort supports the laboratory, test and maintenance operations of the organizations located at AFRL, Edwards AFB, California. This BPA will support a varied work force in areas involving research, test and support activities within the immediate locality of AFRL, Edwards AFB. The Blanket Purchase Agreement does not state or imply any agreement by the Government to place future contracts or orders with the contractor or be used in any manner to restrict competition. The Government is only obligated to the extent of authorized calls place against the Blanket Purchase Agreement. REQUIREMENTS: Procurement to provide Gases (industrial compressed) to Air Force Research Laboratory (AFRL), Edwards AFB, CA 93524. Government Requirement: The Government requires delivery of gases, cylinders when applicable, and necessary accessories. The Statement of Work (SOW) sets forth the requirements for commercial supplies and services in the area of industrial compressed gases, gas handling, delivery, hardware, accessories and related supplies and services for the operations at the Air Force Research Laboratory (AFRL), Edwards AFB. It is the AFRL/RQ-West's intent to provide through a AFRL/RQ-West managed Blanket Purchase Agreement (BPA) the establishment of a primary source for industrial gas requirements and to provide the end-users with consistent and reliable services related to the acquisition, handling and storage, and administrative aspects of compressed gases. Place of delivery, performance, and acceptance is FOB Destination - AFRL/RQOF-West Edwards AFB, CA The contractor to furnish supplies/devices, identified in the attached price list, and when requested by the Contracting Officer or his/her authorized representative during the period specified in the clause below entitled "Effective Period." Supplies/Services (which may be referred to as calls) made hereunder may be written or e-mailed. Such calls shall include a description of the services being ordered; prices; delivery schedule; FOB point; place of inspection and acceptance; designation of appropriations chargeable together with such other specifics covered elsewhere herein. Upon completion of deliveries, contractor shall notify the AFRL/RQOF Fuels Office and provide the following information: company name, type products delivered, quantity and location of delivery. All products must be secured for handling and transportation in accordance with Department of Transportation and OSHA standards. The offeror(s) shall include descriptive literature such as specifications, brochures or other relevant information that fully describes their business. The contractor shall provide all personnel, equipment, accessories, supplies, tools, materials and project supervision, necessary for supplying the gases in accordance with the Statement of Work, attached to this solicitation. Please submit the following information with each quote: Cage Code, DUNS number, Prompt Payment Terms, Delivery Time, Date offer expires. SPECIFICATIONS OF THE REQUIREMENT : The gases required are listed on attached list "Gases Pricing Sheet" Attachment 1. The sizes and quantities are specified on the attached list.
