- NOTE Please discuss or provide #15 to technical POC prior to replying to solicitation. Anticipate solicitation NLT mid July 2014, IDIQ contract with 1 year option for minimum quantity 4, maximum quantity 14. 1. -- WASTE COLLECTION TANK (DOUBLE WALL 110% SECONDARY CONTAINMENT) SQUARE SHAPE 1.2 -- Capacity 2000 gals 1.3 -- Square shape (overall dimension) (91.250 w x 91.250 L x 66.875 H) It includes 4.188 Hx 8.375 S.S Support on the underside for overall height 1.4 -- Primary storage tank shall be manufactured from Type 316 Stainless Steel with a minimum gauge thickness of 10 gauge (.135 thick). Tank exterior shall have lap welded seams. Cabinet welding will not be accepted. Exterior welding shall be gas-tungsten-arc welded (GTAW, tig). Mig type wire feed welding not acceptable. Welding shall be done in accordance with American Welding Society, Inc. Standard for Destructive Code Welding, Section D-1 194-5.10.3.2, American Society of Mechanical Engineers, Section IX BPVC, Qualifications Standard for Welding, and welders shall be certified to ASME QW 310.3, GW 452 Open Root Welding. Interior of tank shall be internally braced and have a still well located under the gauge fitting. All interior tank seams shall be Mig welded. Interior of tank shall be cleaned of all welding related debris. 1.4.1 -- Weld (3) each 2 NPT-F Type 316 Stainless Steel half couplings to primary tank top for normal vent, high level indicator, and liquid level gauge. 1.4.2 -- Access opening top of tank 39 ™x39 for entrance into tank 1.4.3 --Bolted and gasketed Type 316 Stainless Steel Access cover top of tank. Bolts shall be stainless steel hex head bolts with lock washers and flat washers. 1.4.3.1 “ Weld to cover (1) ½ NPT-F Type 316 Stainless Steel half coupling 1.4.3.2 “ Weld to cover (1) 6 NPT-F Type 316 Stainless Steel half coupling 1.4.3.3 “ Weld to cover (1) 2 NPT-F Type 316 Stainless Steel half coupling 1.4.3.4 “ Portable Type 316 Stainless Steel 18 x 18 x 10 lockable hinged lid with provision for padlock to encompass the couplings welded to access cover topside of primary tank 1.4.3.5 -- 10 GA #304 S.S Skid Plates on underside of Tank to protect Forklift Forks from Damaging Tank 1.5 “ Secondary containment tank shall be manufactured from Type 304 Stainless Steel. Secondary containment tank shall be 110% of the primary tank capacity, integrally welded to the primary storage tank and be air testable. Secondary tank exterior shall have lap welded seams. Cabinet welding will not be accepted. Exterior welding shall be gas-tungsten-arc welded (GTAW, tig). Mig type wire feed welding not acceptable. Welding shall be done in accordance with American Welding Society, Inc. Standard for Destructive Code Welding, Section D-1 194-5.10.3.2, American Society of Mechanical Engineers, Section IX BPVC, Qualifications Standard for Welding, and welders shall be certified to ASME QW 310.3, GW 452 Open Root Welding. 1.5.1 “ Weld to interstitial space (1) 6 NPT-F Type 304 Stainless Steel half coupling 1.5.2 “ Weld to interstitial space (1) 2 NPT-F Type 304 Stainless Steel half coupling 2. -- Forkliftable pockets underside of tanks (move empty) (liftable using a 3 ton, 7-1/2 ton, 10 ton Forklift) 3. -- Max Wt 4000 (empty) 4. -- Fall Protection Requirements if Tank is Built five (5) ft or taller above ground lvl 4.1 “ Safety Rails 42 high shall be removable and safety yellow fiberglass with Type 304 Stainless Steel mounting brackets and hardware. 4.2 -- Safety Swinging Gate (Springloaded) 4.3 -- Vertical Ladder (Stainless Steel) 5. -- Lugs/Lifting Pad-eyes. 5.1 -- The manufacturer shall provide suitable lifting attachments on components or assemblies of the OILY WASTE COLLECTION TANK to provide for a four point lift directly to a crane hook using shackles and slings. The plane of each pad eye shall pass through the geometric center of the components or assemblies of the material highway to prevent side loading of shackles attached to the pad eyes. The center of gravity shall be geometrically centered within the pad-eye locations to the maximum extent practicable to enable leveling lifting with slings of equal lengths 5.2 “ Manufactured to a total thickness of.750 5.3 -- The pad eyes shall be capable of accommodating a 2 inch shackle. 5.4 -- The lift points shall be situated such that OILY WASTE COLLECTION TANK will remain stable and level when lifted (the center of gravity must be centered, horizontally, equidistant from each pad eye) to the maximum extent practical. 5.5 -- Lifting pad-eyes shall be designed using a minimum of 5:1 factor of safety based on material ultimate strength using the minimum load capacity described below. The padeye design for a 5 to 1 factor of safety must include a 60 degree sling angle from horizontal (30 degrees from vertical) including a 5 ° side load out of the plane of the eye with each padeye supporting half of the entire load (empty weight plus 2,000 lbs). The lifting/handling lift points shall be sized such that two diagonally opposing pad eyes are capable of supporting the total lift capacity without the use of a spreader bar or equalizer plates. 5.6 -- The maximum gross weight includes an empty tank with residual oily waste. 5.7 -- A Professional Engineer shall provide a written statement certifying that the lifting attachments are structurally adequate for repeated lifting components or assemblies of the tank, that two pad eyes are capable of supporting the total lift capacity (empty weight plus 2,000 lbs) attributed to a 60 ° sling angle and dynamic loading, and that the lifting attachments meet all applicable American Institute of Steel Construction (AISC) and American Welding Society (AWS) design standards and requirements. The certified statement shall be signed and dated by a Professional Engineer. 5.8 -- The pad eye's root and final weld layer shall be MT inspected. MT inspection shall be performed in accordance with ASTM E709. MT inspection acceptance criterion is no cracks are allowed. Manufacturer shall provide written certification of satisfactory MT inspection. 5.9 -- The contractor shall clearly identify the weight of the tank, the rated capacity of the pad eyes (Safe Working Load (SWL)), and rigging points on design drawings. Metal signs shall be affixed to the components as follows: Two (2) signs with 2" tall or other appropriate sized letters shall be permanently and conspicuously affixed to opposite sides of the component identifying the Oily waste tank weight with residual Oily waste weight in pounds 5.10 Load testing of pad-eyes by the contractor is not required.
